ABC “News” is not journalism — it’s a Democrat spin operation masquerading as a broadcast network. The network’s longstanding commitment to hoaxes, character assassinations, and outright fiction targeting only one side of the political aisle is a deliberate deception to wage war on President Trump and the millions of Americans who elected him to multiple terms.

ABC “News” has a long, rich tradition of peddling lies, conspiracies, and outright opinion thinly veiled as fact:

  • In 2017, ABC suspended investigative reporter Brian Ross after he falsely reported that President Trump had directed Michael Flynn to contact Russian officials before the 2016 election.
  • In 2020, ABC suspended veteran correspondent David Wright after he was caught identifying himself as a “socialist” and admitting the network pushes an anti-Trump agenda and airs stories designed for profit, not news.
  • In 2020, George Stephanopoulos — longtime Democrat operative turned wannabe “journalist” — failed to ask Joe Biden about his son Hunter’s infamous laptop or the swirling allegations of impropriety.
  • In 2024, Stephanopoulos repeatedly lied about President Trump’s legal cases. After being sued for promoting these defamatory lies, the network agreed to settle for $16 million and issue a statement of regret.
  • In October 2024, the network erroneously “fact checked” President Trump at least five times during the presidential debate — but failed to call out his opponent a single time.
  • Following President Trump’s historic 2024 election victory, 90% of the network’s coverage of his cabinet nominees was negative.
  • In January, ABC News gave 27 times more coverage to President Trump’s pardons of January 6 defendants than of Biden’s last-minute pardons to his corrupt family members.
  • In January, ABC News editorialized in a partisan way that President Trump’s personnel directives were “retribution.”
  • In February, ABC News mischaracterized the Trump Administration’s effort to eliminate waste, fraud, and abuse in the bloated federal bureaucracy as an “attack on veterans.”
  • In April, ABC News peddled the debunked lie that the Trump Administration was unilaterally deporting U.S. citizen babies.
  • In June, ABC News’s senior national correspondent Terry Moran smeared White House Deputy Chief of Staff Stephen Miller as a “world-class hater” whose “hatreds are his spiritual nourishment” — just one entry in a long series of Moran’s obvious liberal bias during his tenure.
  • In June, ABC News aired what it called a “violent Border Patrol detention” — but failed to mention the detained illegal immigrant had been chasing federal agents with a weed whacker.
  • In June, ABC News praised violent Los Angeles rioters for “self-policing” — as local businesses and property were being harmed — during coverage critical of President Trump’s National Guard deployment.
  • In July, ABC News used its special coverage of the One Big Beautiful Bill signing ceremony to falsely claim the legislation would “mostly” benefit “the wealthiest Americans” and repeat the debunked talking point that millions of Americans would “lose their healthcare.”
  • In July, ABC News refused to cover the Office of National Intelligence’s announcement of a landmark investigation into Obama-era politicization and manufacturing of intelligence assessments.
  • In July, ABC News dismissed the vicious MS-13 gang — whose motto is literally “kill, rape, control” — as a “clique.”
  • In September, Stephanopoulos repeatedly — and falsely — insisted that people had somehow “died” because of the Trump Administration’s decision to shutter a bloated, wasteful bureaucratic agency.

Good News You May Have Missed: Everyday Proof the Trump Agenda Is Delivering

Since Day One, President Donald J. Trump has been laser-focused on delivering for the forgotten men and women of this country. While reversing four years of open borders, high taxes, and weak leadership isn’t instantaneous, the early results are undeniable — and they’re getting bigger every week.

From reclaiming spots for American students on college campuses to the largest tax-refund season in history on the horizon, here is some good news you may have missed:

🧑‍🎓 New foreign student enrollment at U.S. colleges and universities is down by 17% over last year: “American universities have suffered one of the sharpest ever declines in foreign enrollments in the face of tough policies from President Donald Trump, with the number of new international students falling 17 percent this year.”

💰 Tax refunds in 2026 are projected to be the largest ever: “Tax filers could expect an extra $1,000 bump to their tax refund next year, in what could be a record-breaking tax refund season. In total, the working families tax cuts will give American taxpayers $191 billion in net new tax relief… For the 2026 tax filing season, taxpayers are expected to take home an additional $91 billion in refunds and keep an additional $30 billion in their paychecks from reduced withholdings.”

📚 Public schools are seeing a dramatic drop in immigrant students: “From Miami to San Diego, schools around the U.S. are seeing big drops in enrollment of students from immigrant families. In some cases, parents have been deported or voluntarily returned to their home countries, driven out by President Donald Trump’s sweeping immigration crackdown… In many school systems, the biggest factor is that far fewer families are coming from other countries. As fewer people cross the U.S. border, administrators in small towns and big cities alike are reporting fewer newcomer students than usual.”

🦃 Prices for the Thanksgiving meal are down over last year: “Cooking a Thanksgiving dinner for your friends and family will cost less than last year… The centerpiece on most Thanksgiving tables — the turkey — dramatically decreased in price, which helped bring down the overall cost of dinner. The average price for a 16-pound frozen turkey is $21.50. That is $1.34 per pound, down more than 16% from last year.”

📉 The trade deficit nosedived in the most recent data: “The US trade deficit shrank in August as imports declined by the most in four months, official data showed Wednesday after a lengthy delay due to a government shutdown. The goods and services trade gap narrowed almost 24% from the prior month…”

👥 The number of foreign-born immigrants in the country has plummeted: “…the trend had been upward in the preceding four years. However, since January 2025 the trend has been in the other direction, declining nearly 2.23 million since the start of this year. This is a huge and statistically significant decline, indicating something has fundamentally changed. This is by far the largest six-month decline that has ever occurred within the same year.”

America 250: Presidential Message on the Anniversary of the Gettysburg Address

class=”has-text-align-left”>Today, our Nation marks the 162nd anniversary of the Gettysburg Address, the brief yet immortal speech through which President Abraham Lincoln transformed a battlefield of sacrifice into a hallowed testament to our enduring principles and the nation built to defend them.  In honoring that day of solemn dedication, we reflect on what it means to be a country united by liberty, tested by conflict, and strengthened by the conviction that our best days will always lie ahead. 

In July of 1863, a fierce battle that determined the fate of our Union unfolded in the hills and fields of Gettysburg, Pennsylvania.  Commanded by Union General George Meade and Confederate General Robert E. Lee, soldiers from the North and South fought relentlessly in the most consequential battle of the Civil War.  After a brutal three-day struggle, Confederate forces were defeated at an immense price, and the battlefield was scarred by the loss of more than 7,000 men from all walks of life.  When President Lincoln visited the battlefield on November 19th to commemorate those who had perished in the fight, he did not boast of Union victory or vengeance.  He spoke instead of renewal, hope, and the debt our Nation owed to those who had given the last full measure of devotion.

In his address, President Lincoln dedicated a cemetery and reconsecrated a Nation to its founding promise.  He proclaimed that beyond the challenges that pitted a nation against itself, Americans are bound by a shared history and commitment to preserving our hard-won freedom.  His words lifted the gaze of an embattled Nation from the graves at Gettysburg to the horizon of a more perfect Union.  He reminded Americans that liberty is never self-sustaining—rather, it survives only through the courage and conviction of those willing to fight for it.  President Lincoln’s address transformed sorrow into strength and loss into purpose, binding the Nation’s wounds and reminding Americans that those who fought and perished did not die in vain, but fought to secure a new birth of freedom for our country.

More than two and a half centuries later, President Lincoln’s message still reaches across time to remind us of our proud history, our common bond, and our duties as Americans.  He called upon the people of this country in every age to stand as one Nation, preserve our liberty, and always defend our God-given right to self-government.  As we prepare to celebrate 250 glorious years of American independence, we renew our commitment to those timeless principles and continue our work to ensure that our great Nation remains worthy of the ultimate sacrifices that built and preserved it.  We will always remember our fallen heroes, cherish our freedom, honor our heritage, and forever uphold that a government of the people, by the people, and for the people, shall not perish from the earth.

  • Key achievements include the Civil Nuclear Cooperation Agreement, advancements in critical minerals cooperation, and an AI Memorandum of Understanding—all of which underscore the United States’ commitment to securing deals that directly benefit the American people.

  • The United States and Saudi Arabia signed a Joint Declaration on the Completion of Negotiations on Civil Nuclear Energy Cooperation, which builds the legal foundation for a decades-long, multi-billion-dollar nuclear energy partnership with the Kingdom; confirms that the United States and American companies will be the Kingdom’s civil nuclear cooperation partners of choice; and ensures that all cooperation will be conducted in a manner consistent with strong nonproliferation standards.
  • The United States and Saudi Arabia also signed a Critical Minerals Framework, deepening collaboration and aligning our national strategies to diversify critical mineral supply chains. This agreement builds on similar deals President Trump secured with other trading partners to safeguard America’s supply chain resilience for essential minerals.
  • The United States and Saudi Arabia signed a landmark AI Memorandum of Understanding that gives the Kingdom access to world-leading American systems while protecting U.S. technology from foreign influence, ensuring that American innovators will shape the future of global AI.

DEEPENING DEFENSE COOPERATION AND REGIONAL SECURITY: President Trump is advancing U.S. national security by forging agreements that enhance regional deterrence, grow the American industrial base, and ensure that partners like Saudi Arabia shoulder more responsibility for countering shared threats.

  • President Trump and Crown Prince Mohammed bin Salman signed the U.S.-Saudi Strategic Defense Agreement (SDA), a historic agreement that strengthens our more than 80-year defense partnership and fortifies deterrence across the Middle East.

  • The United States and Saudi Arabia have agreed to intensify their engagement in the coming weeks on trade issues of mutual interest, including in areas related to reducing non-tariff barriers, recognition of standards, and improving the investment environment.

National Adoption Month, 2025

A PROCLAMATION

Every child deserves a safe and nurturing home where they can learn, grow, and reach their full potential.  Adoption makes that possible by opening the door to stability and belonging for children who need a family.  During National Adoption Month, we commend the parents whose love has changed lives and the children whose presence has completed families — and we recommit to caring for the many children still waiting for the comfort and security of a permanent home.

Adoption reflects the deep value our Nation places on family and abundant life.  As President, I am committed to empowering families who answer the call to open their hearts and homes to children.  Through the One Big Beautiful Bill Act, I made the adoption tax credit more accessible and expanded the child tax credit, helping remove financial barriers to adopting and allowing families to save more of their income to care for their children.

While adoption creates beautiful new beginnings, too many children in our foster care system still wait for a permanent home.  During my first term, I took monumental action to strengthen America’s foster care and adoption systems by signing into law the landmark Family First Prevention Services Act — the most sweeping reform of Federal child welfare policy in decades.  This law utilizes proven intervention methods to keep families intact and prevent unnecessary separation. 

This term, I remain firmly committed to continuing this vital work alongside First Lady Melania Trump.  Just last week, I signed an Executive Order on Fostering the Future for American Children and Families, to harness Federal support, technology, and strategic partnerships to provide young Americans in, or transitioning out of, the foster-care system with the tools they need to become successful adults.  This effort is strengthened by the leadership of the First Lady whose work continues to uplift and protect the well-being of America’s children — ensuring every child has greater access to a strong foundation for the future. 

This month, we recognize the profound truth that all children are a gift from God, worthy of love, care, and family.  We honor the parents and families who welcome children into their homes and provide the stability and guidance every young person deserves.  Above all, we commit to protecting children, supporting those who care for them, and strengthening the pillar of family across our great Nation.

Presidential Message on American Education Week

class=”has-text-align-left”>A great country demands a great education system—one that prepares our children to lead, innovates, and secures a stronger future for America.  This American Education Week, my Administration is committed to building an education system that empowers our students and families, prioritizes choice, and always pursues the good, the true, and the beautiful. 

Since its creation in 1979, the Department of Education has spent over $3 trillion on “education” with virtually nothing to show for it.  Instead of building a more literate country, seven out of ten eighth graders today cannot read proficiently.  Instead of preparing future generations for careers in science and technology, math scores for 13-year-olds this year are at their lowest level in decades.  Instead of building a better education system, unaccountable bureaucrats dictated what children learn, which left our students further behind than ever before.  Schools designed for teaching became burdened by regulations and paperwork, and classrooms designed for discovery became laboratories for deranged social experiments, socialist political agendas, and divisive ideologies.  This national disgrace ended on January 20, 2025. 

By dismantling the Department of Education, my Administration has returned control of education to where it belongs—with States, local communities, and parents who are best equipped to meet the needs of their students.  My Administration is also providing every available opportunity for parents to enrich the education of their children through individual choice.  We are rooting out the poisonous influence of gender ideology, Critical Race Theory, and the hollow dogmas of so-called diversity, equity, and inclusion from the halls of our educational institutions and in their place, we are restoring truth, merit, and patriotism. 

As we fix failures of the past, we are also looking forward to the future.  With the support and leadership of First Lady Melania Trump, we are advancing artificial intelligence (AI) education for America’s youth and educators.  Through the Nationwide Presidential AI Challenge, our students and teachers will cultivate the skills and understanding necessary to use and create the next generation of technology.  And dozens of leading American businesses, non-profits, and educational institutions have stepped up to help our Nation win the AI race, committing billions of dollars of investment in AI education programs.

Every American student deserves a high-quality education.  Through these actions, my Administration is restoring common sense to classrooms, returning real authority to parents, and building a generation of thinkers, builders, and leaders who are ready to carry our Nation forward.  America’s Golden Age begins in the classroom, and by restoring the greatest education system in the world, we are building a stronger future for our culture, our children, and our beloved country.

Stacey Plaskett (D-U.S. Virgin Islands) solicited (and was given) $30,000 from Epstein for the DCCC after he was already a convicted sex offender? Or the fact that Plaskett herself accepted maxed out donations from Epstein for her own campaign? Or the fact that the wife of the former Democrat governor of the U.S. Virgin Islands told Epstein “we would have a friend in Stacey” if he made said donations? Or the fact that Plaskett was literally texting Epstein during a committee hearing?
  • Why aren’t Democrats talking about the fact that former President Bill Clinton traveled on Epstein’s aircraft 26 times? Or the fact that one of Epstein’s victims wrote that she saw Clinton on Epstein’s island with two young women? Or the fact that Clinton’s visit to the island was corroborated by one of his former top aides?
  • Why aren’t Democrats talking about the “long relationship” and storied friendship that Larry Summers — ex-Harvard President, Clinton Treasury Secretary, and prominent Democrat — had with Epstein, who described himself as Summers’ “wing man”?
  • Why aren’t Democrats talking about the fact that Democrat so-called “journalist” Katie Couric had dinner at Epstein’s residence after he was already a convicted sex offender who had served jail time?
  • Why aren’t Democrats talking about the fact that Reid Hoffman — billionaire Democrat megadonor — visited Epstein’s “pedophile island,” attended a dinner with him, and even planned to stay at his New York mansion?
  • Why aren’t Democrats talking about the fact that the Democrat National Committee refused to return $32,000 in donations from Epstein?
  • Why aren’t Democrats talking about the fact that Michael Wolff “encouraged Jeffrey Epstein to blackmail then-presidential candidate Donald Trump — insisting the convicted pedophile could generate a ‘debt’ from him”?

It’s time for Democrats to answer for their longstanding ties to Epstein. Then, we can get back to what matters to the American people.

Fact Sheet: Following Trade Deal Announcements, President Donald J. Trump Modifies the Scope of the Reciprocal Tariffs with Respect to Certain Agricultural Products

STRENGTHENING THE ECONOMY AND NATIONAL SECURITY THROUGH TARIFFS AND TRADE DEALS: Today, President Donald J. Trump signed an Executive Order modifying the scope of the reciprocal tariffs that he first announced on April 2, 2025. Specifically, certain qualifying agricultural products will no longer be subject to those tariffs.

  • President Trump is strengthening the U.S. economy and national security by modifying the scope of the reciprocal tariffs.
    • On April 2, the President announced global reciprocal tariffs to address the national emergency posed by our large and persistent trade deficits, which are driven by the absence of reciprocity in our bilateral trade relationships, among other things. The President also determined not to impose reciprocal tariffs on certain products, including certain critical minerals, energy, and energy products.
    • On September 5, the President modified the scope of the reciprocal tariffs. Some goods were added to Annex II of Executive Order 14257, meaning they would no longer be subject to reciprocal tariffs. Other goods were removed from Annex II, meaning they are now subject to reciprocal tariffs. The President also established a framework to implement existing and future trade deals, and he identified certain goods that may not be subject to reciprocal tariffs in the future.
    • Given the substantial progress in reciprocal trade negotiations—including the conclusion of 9 framework deals, 2 final agreements on reciprocal trade, and 2 investment agreements—current domestic demand for certain products, and current domestic capacity to produce certain products, among other things, President Trump has now determined that it is necessary and appropriate to further modify the scope of the reciprocal tariffs. Specifically, certain qualifying agricultural products will no longer be subject to those tariffs, such as certain food not grown in the United States.
  • Today’s Order follows the significant progress the President has made in securing more reciprocal terms for our bilateral trade relationships. President Trump’s deals have had and will continue to have broad impacts on domestic production and the economy as a whole, including enhanced market access for our agriculture exporters.
    • For example, many of the announced trade deals and ongoing negotiations involve countries that produce substantial volumes of agricultural products that are not grown or produced in sufficient quantities in the United States.
    • The President has thus determined that certain agricultural products shall no longer be subject to the reciprocal tariffs. Some of these products include:
      • coffee and tea;
      • tropical fruits and fruit juices;
      • cocoa and spices;
      • bananas, oranges, and tomatoes;
      • additional fertilizers (some fertilizers have never been subject to the reciprocal tariffs).
    • The products that will no longer be subject to the reciprocal tariffs have been added to Annex II of Executive Order 14257, as amended, and, as appropriate, have been removed from the “Potential Tariff Adjustments for Aligned Partners” (PTAAP) Annex.
      • The PTAAP Annex continues to contain other natural resources not available in the United States for reasons of geology or climate, generic pharmaceutical inputs, and aircraft and aircraft parts.
      • The President may be willing to remove the reciprocal tariffs from these products upon the conclusion of any reciprocal trade and security deal.
    • A modified Annex II and PTAAP Annex are attached to today’s Order, and the modifications will take effect on November 13, 2025.

ACHIEVING RECIPROCAL TRADE: In less than one year into his second term, President Trump has strengthened the international economic position of the United States by delivering a series of historic wins for the American people.

  • The President has announced Agreements on Reciprocal Trade with Malaysia and Cambodia, and Joint Statements on Frameworks for such agreements with El Salvador, Argentina, Ecuador, and Guatemala; Thailand and Vietnam; the United Kingdom and European Union, and Switzerland; as well as investment deals with Japan and Korea.  The President has also made significant progress on reciprocal trade negotiations with many other countries around the world.

DELIVERING FOR THE AMERICAN PEOPLE: President Trump’s tariff policies have delivered significant and lasting wins for the American people through fair, tough, and strategic trade negotiations, strengthening the U.S. economy and national security while breaking down unfair trade barriers that have harmed American workers for decades.

  • By imposing tariffs on countries with nonreciprocal trade practices, President Trump is incentivizing manufacturing on American soil and defending our industries.
  • The Trump Administration has worked with America’s trading partners to craft tailor-made trade deals designed to eliminate their most distortive trade practices and to ensure that trading partners align with the United States on key economic and national security matters.
  • In a massive deal with the European Union, the EU has agreed to purchase $750 billion in U.S. energy and make new investments of $600 billion in the United States, all by 2028, while accepting a 15% tariff rate, and charging American companies zero.
  • During his historic trip to Asia in October, President Trump signed trade deals with Malaysia and Cambodia and reached reciprocal trade frameworks with Thailand and Vietnam.
    • Cambodia will eliminate tariffs on 100% of U.S. industrial and agricultural goods, unlocking new market access for American workers and producers.
    • Malaysia agreed to slash trade barriers facing American exporters and expand market access for U.S. goods, ranging from passenger vehicles and machinery to dairy and poultry.
  • Deals with four Latin American countries further opens those markets for U.S. exports by eliminating tariffs and non-tariff barriers, and strengthens our economic security relationships with these important neighbors.
  • With billions in reshoring investments already announced, President Trump is bringing manufacturing jobs back to America, revitalizing communities, and strengthening supply chains.
  • The Administration will continue to use all available tools to protect our national security, advance our economic interests, and uphold a system of trade based in fairness and reciprocity.

Modifying the Scope of the Reciprocal Tariff with Respect to Certain Agricultural Products

class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, it is hereby ordered:

Section 1.  Background.  In Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits), I found that conditions reflected in large and persistent annual U.S. goods trade deficits, including the consequences of those deficits, constitute an unusual and extraordinary threat to the national security and economy of the United States that has its source in whole or substantial part outside the United States.  I declared a national emergency with respect to that threat, and to deal with that threat, I imposed certain ad valorem duties that I deemed necessary and appropriate.  In Annex II to Executive Order 14257, I set forth a list of certain goods that, in my judgment, should not be subject to the ad valorem rates of duty imposed pursuant to that order.  

In Executive Order 14346 of September 5, 2025 (Modifying the Scope of Reciprocal Tariffs and Establishing Procedures for Implementing Trade and Security Agreements), I modified the scope of products subject to the reciprocal tariff imposed under Executive Order 14257, as amended, and I issued an updated version of Annex II to Executive Order 14257.

I have received additional information and recommendations from various officials who, pursuant to my direction, have been monitoring the circumstances involving the emergency declared in Executive Order 14257.  After considering the information and recommendations these officials have provided to me, the status of negotiations with various trading partners, current domestic demand for certain products, and current domestic capacity to produce certain products, among other things, I have determined that it is necessary and appropriate to further modify the scope of products subject to the reciprocal tariff imposed under Executive Order 14257, as amended.  Specifically, I have determined that certain agricultural products shall not be subject to the reciprocal tariff imposed under Executive 14257, as amended.  Accordingly, updated versions of Annex II to Executive Order 14257, as amended, and the Annex to Executive Order 14346 entitled, “Potential Tariff Adjustments for Aligned Partners,” are attached to this order and shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern standard time on November 13, 2025.  In my judgment, these modifications are necessary and appropriate to deal with the national emergency declared in Executive Order 14257.

Sec. 2.  Updating Scope of Duties Globally.  The Harmonized Tariff Schedule of the United States shall be modified as provided in Annex I to this order.  The modifications shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern standard time on November 13, 2025.  To the extent that implementation of this order requires a refund of duties collected, refunds shall be processed pursuant to applicable law and the standard procedures of U.S. Customs and Border Protection for such refunds.

Sec. 3.  Implementation.  (a)  The Secretary of Commerce and the United States Trade Representative shall continue to monitor the circumstances involving the emergency declared in Executive Order 14257 and shall regularly consult on such circumstances with any senior official they deem appropriate.  The Secretary of Commerce and the United States Trade Representative shall inform me of any circumstance that, in their opinion, might indicate the need for further action by the President.

(b)  Consistent with applicable law, the Secretary of Commerce, the Secretary of Homeland Security, and the United States Trade Representative are directed and authorized to take such actions, including adopting rules, regulations, or guidance, and to employ all powers granted to the President, including those granted by IEEPA, as may be necessary to implement and effectuate this order.  The Secretary of Commerce, the Secretary of Homeland Security, and the United States Trade Representative, consistent with applicable law, may redelegate any of these functions within their respective department or agency.  All executive departments and agencies shall take all appropriate measures within their authority to implement this order.

Sec. 4.  Severability.  If any provision of this order, or the application of any provision to any individual or circumstance, is held to be invalid, the remainder of this order and the application of its other provisions to any other individuals or circumstances shall not be affected thereby. 

Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the United States Trade Representative.
