A PROCLAMATION


On December 7, 1941, a peaceful Sunday morning on the Hawaiian island of Oahu was shattered by an unprovoked attack by the naval and air forces of the Empire of Japan on the United States Pacific Fleet at Pearl Harbor and the aircraft and hangars at Kaneohe, Ford Island, Barbers Point, and Hickam Field.  The surprise offensive claimed the lives of 2,403 American service members and civilians and propelled our Nation into the Second World War. 

The Japanese mission was designed to cripple our military assets and obliterate the American spirit, but instead, the fatal attacks rallied our shattered citizenry and fueled our resolve.  Young men from every corner of our country put their lives and futures on hold and were thrust into bloody and brutal battles of historic consequence that would forever change the world.  Although untested in battle, these patriots, still reeling from horror and disbelief, united in a singular mission:  to defeat tyranny.  The exceptional courage and immeasurable sacrifices of the Greatest Generation secured our way of life and the blessings of freedom for future generations.

In the decades since the “date which will live in infamy,” the aggressor has become our loyal ally and trusted friend.  Japan is one of our closest security partnerships, and our military forces work together every day to defend our common interests.  We are united by commerce, history, culture, and mutual respect.  Our strong alliance is a testament to the transformational power of peace, diplomacy, and democracy.

The lessons learned 84 years ago on that fateful day still resound with America’s exceptional fighting force.  We must remain ever vigilant and prepared to annihilate any foe who dares to threaten our liberty.  This annual day of remembrance must be held in the highest esteem and reverence as we honor the Americans who laid down their lives to defend our homeland on the island of Oahu and in the battles of World War II.

The Congress, by Public Law 103-308, as amended, has designated December 7 of each year as “National Pearl Harbor Remembrance Day.”

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim December 7, 2025, as National Pearl Harbor Remembrance Day.  I encourage all Americans to observe this solemn day and to honor our military, past and present, with appropriate ceremonies and activities.  I urge all Federal agencies and interested organizations, groups, and individuals to fly the flag of the United States at half-staff in honor of those American patriots who died as a result of their service at Pearl Harbor.

MEMORANDUM FOR THE SECRETARY OF HEALTH AND HUMAN SERVICES

THE DIRECTOR OF THE CENTERS FOR DISEASE CONTROL AND PREVENTION

SUBJECT:       Aligning United States Core Childhood Vaccine Recommendations with Best Practices from Peer, Developed Countries

In January 2025, the United States recommended vaccinating all children for 18 diseases, including COVID-19, making our country a high outlier in the number of vaccinations recommended for all children.  Peer, developed countries recommend fewer childhood vaccinations — Denmark recommends vaccinations for just 10 diseases with serious morbidity or mortality risks; Japan recommends vaccinations for 14 diseases; and Germany recommends vaccinations for 15 diseases.  Other current United States childhood vaccine recommendations also depart from policies in the majority of developed countries.  Study is warranted to ensure that Americans are receiving the best, scientifically-supported medical advice in the world.

I hereby direct the Secretary of Health and Human Services and the Director of the Centers for Disease Control and Prevention to review best practices from peer, developed countries for core childhood vaccination recommendations — vaccines recommended for all children — and the scientific evidence that informs those best practices, and, if they determine that those best practices are superior to current domestic recommendations, update the United States core childhood vaccine schedule to align with such scientific evidence and best practices from peer, developed countries while preserving access to vaccines currently available to Americans.

This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

ALIGNING THE CHILDHOOD VACCINE SCHEDULE WITH INTERNATIONAL BEST PRACTICES: Today, President Donald J. Trump signed a Presidential Memorandum to begin the process to align U.S. core childhood vaccine recommendations with best practices from peer, developed countries.

  • The Memorandum directs the Secretary of Health and Human Services (HHS Secretary) and the Acting Director of the Centers for Disease Control and Prevention (CDC Director) to review best practices from peer, developed countries for core childhood vaccination recommendations — vaccines recommended for all children — and the scientific evidence that informs those best practices.
  • If the HHS Secretary and the CDC Director determine that those best practices are superior to current domestic recommendations, they are directed to update the United States core childhood vaccine schedule to align with such scientific evidence and best practices from peer, developed countries while preserving access to vaccines currently available to Americans.

ENSURING AMERICANS ARE RECEIVING THE BEST MEDICAL ADVICE IN THE WORLD: Among peer nations, the United States is a high outlier in the number of vaccinations recommended for all children.

  • When President Trump returned to office in January 2025, the United States recommended vaccinating all children for 18 diseases, including COVID-19.
  • By comparison, Denmark recommends vaccinations for just 10 diseases with serious morbidity or mortality risks, Japan recommends vaccinations for 14 diseases, and Germany recommends vaccinations for 15 diseases. The timing and administration of the vaccines also varies by country.
  • The United States currently recommends yearly influenza vaccines starting at six months, while many peer countries do not recommend yearly influenza vaccination as a core vaccination for all children.
  • Practices like the hepatitis B vaccination at birth are standard in the United States, but uncommon in most developed countries, where it is typically only recommended for newborns of mothers who test positive for the infection.

MAKING OUR CHILDREN HEALTHY AGAIN: President Trump is committed to building a healthier future for America, starting with our youngest generation.

  • In February, President Trump signed an Executive Order establishing the President’s MAHA Commission, tasking the Commission with investigating and addressing the root causes of America’s escalating health crisis—with an initial focus on childhood chronic diseases.
  • The Trump Administration ended the blanket recommendation for all children to get the COVID-19 vaccine, updating its recommendation to be based on shared clinical decision-making between patients and clinicians.

In September, the MAHA Commission released the Make Our Children Healthy Again Strategy, a sweeping plan with more than 120 initiatives to reverse the failed policies that fueled America’s childhood chronic disease epidemic. The strategy prioritized development of a vaccine framework that ensures America has the best childhood vaccine schedule.

In May, the MAHA Commission released the Make Our Children Healthy Again Assessment, summarizing what is known and what questions remain regarding the childhood chronic disease crisis.

The streets of Minneapolis are safer today thanks to the hard work of Immigration and Customs Enforcement (ICE) and their federal partners during Operation Metro Surge.

President Trump has long — and rightly — called out the problems associated with unchecked Somali refugee resettlement in Minnesota. Aside from the massive fraud scandal that bilked taxpayers out of $1 billion, the state’s Somali population has also become exceptionally vulnerable to radicalization — with terror networks viewing Minnesota as “prime recruitment grounds.”

Thankfully, the Trump Administration is taking strong and decisive action. In addition to pausing migration from third-world countries incompatible with American values, the Trump Administration is also swiftly removing public safety threats off the streets of Minneapolis — as Democrats like Gov. Tim Walz and Mayor Jacob Frey sanctimoniously complain.

Here are only a few of the would-be astronauts and scientists who are no longer terrorizing the streets of Minneapolis thanks to Operation Metro Surge:

Ahmed Mohamed Said, a criminal illegal from Somalia. He has convictions for domestic violence (x2), DUI (x3), trespassing (x3), assault on a peace officer, assault, disorderly conduct, obstructing transit, theft of services, damaging property, probation violations, and more.
Abdulkadir Sharif Abdi, a criminal illegal from Somalia. He is a member of the Almighty Vice Lord Nation gang and a former member of the Gangster Disciples. He has convictions for fraud, receiving stolen property, receiving a stolen vehicle, vehicle theft, and multiple probation violations.
Sahal Osman Shidane, a criminal illegal from Somalia. He is a sex predator with a conviction for criminal sexual conduct with a minor aged 13-15.
Mukhtar Mohamed Ali, a criminal illegal from Somalia. He has convictions for domestic assault, fraud, robbery, and larceny.
Feisal Mohamed-Omar, a criminal illegal from Somalia. He is charged with two counts of domestic violence.

The Trump Administration will continue to be unrelenting in its mission to make the streets of America’s cities safe for the law-abiding citizens who live there.

As a mark of respect for the memory of Specialist Sarah Beckstrom, West Virginia Army National Guard, by the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, December 4, 2025.  I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

DELIVERING A WIN FOR AMERICAN FAMILIES AND AUTOMAKERS: Today, President Donald J. Trump is delivering major relief to American families by resetting the Biden Administration’s costly and unlawful Corporate Average Fuel Economy (CAFE) standards.

  • President Trump is returning CAFE standards to levels that can actually be met with conventional gasoline and diesel vehicles. The Biden Administration standards imposed unrealistic fuel economy targets that effectively resulted in an electric vehicle (EV) mandate.
  • The Trump Administration’s reset of the CAFE standards ensures the program’s fidelity to the legal restrictions set forth by Congress.
  • The Biden standards broke the law by going far beyond the requirements that were mandated by Congress when it created the CAFE program.

SAVING AMERICAN FAMILIES MONEY: Today’s action represents an enormous win in response to the cost-of-living increases imposed on the economy by the Biden Administration.

  • The Biden Administration created extraordinarily stringent fuel economy standards for passenger cars and trucks, set at such aggressive levels that they were impossible to meet with available technologies for gas cars.
  • The Biden standards would have compelled widespread shifts to EVs that American consumers did not ask for, accompanied by significant cost-of-living increases. Since EVs are so expensive to build, automakers must sell them at a loss and make up the difference by significantly raising the sticker price of gas cars.
  • If President Trump had done nothing, the Biden standards would have raised the average cost of a new car by nearly $1,000, relative to the cost under the standards announced today.
  • President Trump’s actions will save American families $109 billion in total over the next five years.
  • By helping more Americans buy newer, safer vehicles, this reset is projected to save more than 1,500 lives and prevent nearly a quarter-million serious injuries through 2050.

MARKING A CRITICAL BATTLE IN THE FIGHT AGAINST BIDEN’S HIDDEN COST-OF-LIVING INCREASES: The CAFE reset represents the latest action by President Trump to prevent the Biden EV-related policies from raising costs for Americans.

  • In June, President Trump signed a joint resolution to end the California EV mandates, which would have effectively been a 100% ban on new gas cars sold in the state by 2035 (with similar effects in 17 states that adopted California’s standards).
  • In July, President Trump signed into law the Working Families Tax Cuts Act, which set the civil penalty for violating CAFE standards to $0, protecting the U.S. auto manufacturing industry from significant fines.
  • Under President Trump, the Environmental Protection Agency (EPA) has also released its proposal to rescind the 2009 Endangerment Finding, which ignores Congress’ clear intent under the Clean Air Act and has been used to justify over $1 trillion in costs for the American consumers and economy.
  • Today’s action helps ensure that even if far-left Democrats return to power, the CAFE standards are sensible, so U.S. automakers are not held to infeasible standards.
  • Combined with auto loan interest deductibility for new made-in-the-USA vehicles, President Trump continues to deliver real relief that makes owning a safe, reliable car more affordable for every American family.

Congressional Bills H.J. Res 133 and H.R. 1512 Signed into Law

On Tuesday, December 2, 2025, the President signed into law:

H.J. Res 133, which requests the Secretary of the Interior to authorize unique and one-time arrangements for displays on the National Mall and the Washington Monument during the period beginning on December 31, 2025, and ending on January 5, 2026; and

H.R. 1512, the “Taiwan Assurance Implementation Act,” which permanently extends existing requirements for the Department of State to review and report on its guidance to Executive Branch agencies and offices on relations with Taiwan.

America 250: Presidential Message on the Anniversary of the Monroe Doctrine

class=”has-text-align-left”>On December 2, 1823, the doctrine of American sovereignty was immortalized in prose when President James Monroe declared before the Nation a simple truth that has echoed throughout the ages:  The United States will never waver in defense of our homeland, our interests, or the well-being of our citizens.  Today, my Administration proudly reaffirms this promise under a new “Trump Corollary” to the Monroe Doctrine:  That the American people—not foreign nations nor globalist institutions—will always control their own destiny in our hemisphere.

More than 2 centuries ago, President Monroe proclaimed before the United States Congress what is today known as the legendary “Monroe Doctrine”—a bold policy that rejects foreign interference of faraway nations and confidently asserts United States leadership in the Western Hemisphere.  “The American continents, by the free and independent condition which they have assumed and maintain, are henceforth not to be considered as subjects for future colonization by any European powers,” President Monroe professed.  With those mighty words, every nation knew that the United States of America was emerging as a superpower unlike anything the world had ever known—and that nothing could ever rival the strength, unity, and resolve of a freedom-loving people.

In the centuries since, President Monroe’s doctrine of sovereignty has guarded the American continents against communism, fascism, and foreign infringement, and as the 47th President of the United States, I am proudly reasserting this time-honored policy.  Since I took office, I have aggressively pursued an America first policy of peace through strength.  We restored U.S. privileged access through the Panama Canal.  We are reestablishing American maritime dominance.  We are disrupting non-market practices in the international supply chain and logistics sectors. 

My Administration is also halting the flow of deadly drugs flowing through Mexico, ending the invasion of illegal aliens along our southern border, and dismantling narco-terrorist networks all across the Western Hemisphere.  To defend our Nation’s workers and industries, I recently secured historic trade deals with El Salvador, Argentina, Ecuador, and Guatemala, allowing greater and more streamlined market access.  Reinvigorated by my Trump Corollary, the Monroe Doctrine is alive and well—and American leadership is coming roaring back stronger than ever before.

Today, we renew our pledge to always uphold American sovereignty, security, and safety first.  Above all, we vow to protect our cherished national legacy of republican self-government against all threats, foreign and domestic.
