BRINGING MOST-FAVORED-NATION DRUG PRICING TO WOMEN: Today, President Donald J. Trump announced the third agreement with a leading pharmaceutical manufacturer to bring American drug prices in line with the lowest prices paid by other developed nations (known as the most-favored-nation, or MFN, price). This agreement is with one of the world’s leading manufacturers of fertility medications, EMD Serono, and will result in massive cost savings on fertility treatments.
GONAL-F, a commonly used fertility medication, will be made available to women purchasing directly from TrumpRx.gov at a discount equal to 796% of the deal price.
Low- and middle-income women (those with incomes below 550% of the Federal poverty level) will receive an additional discount totaling 2,320% of the deal price when purchasing from TrumpRx.gov.
The Centers for Medicare and Medicaid Services estimates women can save up to $2,200 per cycle of fertility drugs as a result of this deal on drugs that often cost over $5,000. Fertility drugs represent almost 20% of the total cost of a fertility treatment cycle.
The agreement also provides that EMD Serono will offer other medicines at a deep discount when selling directly to American patients, guarantee MFN prices on all new innovative medicines that come to market, repatriate increased foreign revenue on existing products, and provide every State Medicaid program in the country access to MFN drug prices on EMD Serono products.
EMD Serono is also announcing that, for the first time in its history, it will be investing in manufacturing in the United States, manufacturing IVF drugs in the United States for the first time on the timelines agreed to in the deal.
CUTTING THROUGH RED TAPE TO DELIVER SAVINGS ON MEDICINES: President Trump also announced the FDA will be including a lower cost fertility drug in the initial round of recipients for the Commissioner’s National Priority Review Voucher program.
The drug is a lower-cost alternative to expensive medications already on the U.S. market. It has been approved in Europe but not yet in the United States.
The priority review voucher program cuts down the review time of applications from 10-12 months to just 1-2 months.
If approved following the expedited review timeline, American patients stand to benefit even more from lower prices due to increased competition in the fertility drug space.
TAKING NOVEL ACTION TO UNLEASH INNOVATION AND EXPAND COVERAGE: Additionally, President Trump announced the creation of a New Benefit Option for fertility benefits. Under this option, employers will have a new legal pathway to offer fertility benefits directly to employees, like they do for dental, vision, and life insurance, representing a massive opportunity to expand access to IVF coverage.
The Departments of Labor, Health and Human Services, and the Treasury announced today that employers can now offer standalone benefit packages to employees interested in coverage for treatment of infertility, including IVF.
The Departments also announced their intent to undertake rulemaking to continue to further expand the ability of employers to offer fertility benefits to their employees.
These benefit packages can address the continuum of fertility-related services, from those that address the root causes of infertility to IVF.
This new benefit option has the potential to help more families have healthy babies. Fertility benefit companies poised to offer such benefit packages report nearly 25% higher live birth rates among women using these benefits than those seeking care without such benefits.
This solution addresses the sparse coverage of fertility for hard-working American families and increases options for small- and medium-size employers to offer fertility benefits. Despite most people in their reproductive age receiving health coverage through their job, most employer coverage does not include fertility medications, IVF, or non-IVF treatments.
42% of employers offer coverage of fertility services.
32% offer coverage of fertility medications.
32% offer coverage of IVF; and even less (19%) offer coverage of non-IVF treatments. Notably, 70% of large employers offer IVF coverage.
DELIVERING ON PROMISES FOR AMERICAN FAMILIES: President Trump promised to increase access to IVF and lower the associated costs so American families can have more babies, building on his record of supporting family formation and stability.
As many as one in eight couples trying to have a baby are unable to conceive, and many face significant financial hurdles to accessing IVF. The cost can range from $12,000 to $25,000 per cycle and multiple cycles may be needed to get pregnant.
The solutions to lower costs and expand access to IVF and high-quality fertility care will result in more healthy pregnancies and healthy babies at a time when U.S. fertility is at a historic low.
President Trump’s Working Families Tax Cuts established Trump Accounts, providing newborns with a $1,000 investment to help secure the financial future for every American child from birth.
The Working Families Tax Cuts also expanded and made permanent the increases in the Child Tax Credit that the President championed in his first term, supporting over 40 million families.
President Trump has long advocated for more babies and expanding American families: “Because we want more babies, to put it very nicely. And for this same reason, we will also allow new parents to deduct major newborn expenses from their taxes, so that parents that have a beautiful baby will be able, so we’re pro family. But the IVF treatments are expensive. It’s very hard for many people to do it and to get it, but I’ve been in favor of IVF, right from the beginning.”
Last night’s CNN clown show starring Alexandria Ocasio-Cortez and Crazy Bernie Sanders was nothing more than a desperate smokescreen to hide the brutal reality of the Democrat Shutdown. Democrats can’t explain why they’re holding the government funding — or offer any solutions to the chaos they’ve unleashed.
The pair all-but-admitted they have no substantive answer on what, exactly, Democrats are demanding while they refuse to fund essential government services.
When an air traffic controller asked how Democrats expect them to pay for food when they aren’t receiving a paycheck, Ocasio-Cortez ranted without saying anything.

THE DIRECTOR OF THE OFFICE OF MANAGEMENT AND BUDGET
SUBJECT: Use of Available Department of War Funds for Military Pay and Allowances during the Lapse in Annual Appropriations
The current appropriations lapse, which includes a lapse in the annual appropriations that the Congress provides for the pay and allowances of military personnel, is now in its fifteenth day. Further, congressional leaders have indicated that political negotiations have stalemated and that the passage of the necessary bipartisan legislation to end the lapse is unlikely to occur before our active duty military personnel are scheduled to receive their next paychecks on October 15th. This potential outcome presents a serious and unacceptable threat to military readiness and the ability of our Armed Forces to protect and defend our Nation.
Accordingly, as the Commander in Chief of the Armed Forces of the United States under Article 2 of the United States Constitution, I direct the Secretary of War, in coordination with the Director of the Office of Management and Budget, to use for the purpose of pay and allowances any funds appropriated by the Congress that remain available for expenditure in Fiscal Year 2026 to accomplish the scheduled disbursement of military pay and allowances for active duty military personnel, as well as for Reserve component military personnel who have performed active service during the relevant pay period. Funds used for military pay and allowances during the current lapse should be those that the Secretary of War determines are provided for purposes that have a reasonable, logical relationship to the pay and allowances of military personnel, consistent with applicable law, including 31 U.S.C. 1301(a).
At the conclusion of the current lapse in appropriations, every effort should be made, as authorized by law, to adjust applicable funding accounts within the Department of War to ensure the continuation of Department of War operations and activities consistent with planned expenditures prior to the lapse.
CEMENTING POLICIES THAT DRIVE ACCOUNTABLE HIRING: Today, President Donald J. Trump signed an Executive Order requiring Federal hiring to follow specific policies and procedures established by agency leadership to improve the efficient delivery of government services.
The Order directs each agency to establish a Strategic Hiring Committee, consisting of senior agency leadership, to approve all hiring decisions. Such Committees will ensure hiring focuses on agency needs, the national interest, and Administration priorities.
The Order also requires each agency to create and adhere to an Annual Staffing Plan, to ensure that new career appointments are in the most mission-critical areas, aligned with Administration priorities, and implement the recruitment initiatives of the Administration’s previously issued Merit Hiring Plan.
The Office of Personnel Management and the Office of Management and Budget will monitor agencies’ implementation of their staffing plans on a quarterly basis.
Appropriate exemptions continue to exist for immigration enforcement, national security, and public safety positions, as well as political positions and certain other hires at the agency head’s discretion.
The Order ensures no adverse impacts on Social Security, Medicare, or veterans’ benefits, and allows the Director of the Office of Personnel Management to grant appropriate exceptions as needed.
PROMOTING FISCAL RESPONSIBILITY AND EFFICIENT GOVERNMENT: President Trump is strengthening hiring practices to ensure taxpayer dollars are used efficiently, improve services provided to Americans, and focus those services on Administration priorities.
During the last two years of the Biden Administration, government was directly responsible for the creation of more than 1 in every 4 new jobs in America, at the expense of American taxpayers. In contrast, President Trump will not use the Federal government to hide a lagging economy and will support private-sector growth instead.
In just 8 months, the Trump Administration has dramatically reduced the size of the Federal workforce and exceeded the targeted ratio of 4 departures for each new hire, while still prioritizing hiring in key national security, immigration enforcement, and public safety roles.
For nearly 25 years, human capital management has been identified as a high-risk area by the Government Accountability Office. Yet, prior to this Administration, hiring decisions were spread across a vast supervisory layer—over 300,000 supervisory positions in the government—leading to diffuse accountability, unfocused hiring, and bloat.
This Order ensures that Presidential appointees maintain oversight of Federal hiring so that the Federal workforce remains focused on improving essential functions and is fully aligned with Administration priorities.
REFORMING THE FEDERAL BUREAUCRACY: The American people elected President Trump to drain the swamp and end ineffective government programs that waste taxpayer dollars and empower government without achieving measurable results.
The government wastes billions of dollars each year on duplicative programs and frivolous expenditures that fail to align with American values or address the needs of the American people.
The Trump Administration is committed to streamlining the Federal Government, eliminating unnecessary programs, and reducing bureaucratic inefficiency.
President Trump launched a 10-to-1 deregulation initiative, ensuring every new rule is justified by clear benefits.
President Trump authorized buyout programs to encourage federal employees to leave voluntarily. Adoption was large across both retirement-eligible and mid-career employees, with agencies able to exclude mission-critical positions from participating. In total, Federal employment attrition was over 300,000 people this year, more than double the historical average. But, unsurprisingly, the Federal government has remained more than capable of delivering on its core functions for the American people.
Through these actions, President Trump is keeping his promise to restore efficiency and accountability in the Federal Government.

Section1. Background. In just 8 months, my Administration has dramatically reduced the size of the Federal workforce, improving the efficient delivery of Government services while prioritizing hiring in national security, immigration enforcement, public safety, and other roles that further my Administration’s priorities and benefit American taxpayers. The results of this approach have surpassed the ratio of four departures for each new hire set forth in Executive Order 14210 of February 11, 2025 (Implementing the President’s “Department of Government Efficiency” Workforce Optimization Initiative). To protect and expand upon these historic improvements, and to ensure that the Federal Government is optimally staffed to meet critical mission needs and implement the agenda that the American people elected me to pursue, Federal hiring shall be subject to the following policies and procedures going forward.
Sec. 2. Policies and Procedures to Govern Federal Hiring. No Federal civilian position that is vacant may be filled, and no new position may be created, except as provided for in this order or required by applicable law. Except as set forth in section 3 of this order, this policy applies to all executive departments and agencies (agencies) regardless of their sources of operational or programmatic funding.
(a) Compliance with the Merit Hiring Plan. Any Federal hiring shall be consistent with the Merit Hiring Plan issued by the Assistant to the President for Domestic Policy and the Director of the Office of Personnel Management (OPM) on May 29, 2025, pursuant to Executive Order 14170 of January 20, 2025 (Reforming the Federal Hiring Process and Restoring Merit to Government Service).
(b) Strategic Hiring Committees. Within 30 days of the date of this order, each agency head shall establish a Strategic Hiring Committee to approve the creation or filling, as applicable, of each vacancy within their agency. The Strategic Hiring Committee shall include the deputy agency head and the chief of staff to the agency head, along with such other senior officials as the agency head may designate. The Strategic Hiring Committee shall ensure that agency hiring is consistent with the national interest, agency needs, and the priorities of my Administration. Agency Strategic Hiring Committees shall provide written notice of approved hires to OPM following the approval of such hires.
(c) Annual Staffing Plans and Quarterly Updates.
(i) Within 60 days of the date of this order, each agency shall prepare an Annual Staffing Plan, in coordination with OPM and the Office of Management and Budget (OMB), to ensure that new career appointments in the upcoming fiscal year are in the highest-need areas and aligned with the priorities of my Administration. Agencies shall submit final Annual Staffing Plans to OPM and OMB. In these plans, agencies shall seek to improve operational efficiency; eliminate duplicative or unnecessary functions and positions; reduce unnecessary or low-value contractor positions; promote employee accountability; enhance delivery of essential services; appropriately prioritize hiring for national security, homeland security, and public safety positions; and implement the recruitment initiatives described in the Merit Hiring Plan. Going forward, agencies shall prepare, in coordination with OPM and OMB, Annual Staffing Plans to implement at the start of each new fiscal year.
(ii) Agencies shall comply with the Annual Staffing Plans throughout the fiscal year, but agencies may update their plans during the course of the year based on enactment of relevant appropriations or authorizing legislation, or otherwise amend their plans in coordination with OPM and OMB.
(iii) Agencies shall submit updates to OPM and OMB at the beginning of each quarter, beginning with the second quarter of the 2026 fiscal year, showing progress in implementing their Annual Staffing Plans.
Sec. 3. Exceptions. (a) This order does not apply to:
(i) the Executive Office of the President or the components thereof;
(ii) non-career positions requiring Presidential appointment or Senate confirmation;
(iii) non-career positions in the Senior Executive Service;
(iv) Schedule C or Schedule G positions in the excepted service;
(v) military personnel of the Armed Forces;
(vi) positions related to immigration enforcement, national security, or public safety; or
(vii) appointment of officials through temporary organization hiring authority pursuant to section 3161 of title 5, United States Code.
(b) This order does not limit or prohibit the appointment or hiring of any other non-career employees or officials if approved by an agency head appointed by the President or another official appointed by the President.
(c) This order does not limit or prohibit any appointment or hiring specifically approved by the head of an executive department, as defined in 5 U.S.C. 101. OPM may also authorize the head of an independent establishment, as defined in 5 U.S.C. 104, to use this exception.
(d) This order does not limit or prohibit the hiring of personnel where such a limit or prohibition would conflict with applicable law.
(e) The Director of OPM may grant appropriate exemptions from this order. Exemptions previously granted by OPM under the Presidential Memoranda of January 20, 2025 (Hiring Freeze), and July 7, 2025 (Ensuring Accountability and Prioritizing Public Safety in Federal Hiring), shall remain in effect unless withdrawn by OPM.
Sec. 4. Report. Within 180 days of the date of this order, the Director of OMB and the Director of OPM shall submit a joint report to the President, through the Assistant to the President for Domestic Policy, regarding implementation of this order, including a recommendation as to whether any of its provisions should be modified or terminated.
Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of OMB relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) Contracting outside the Federal Government to circumvent the intent of this order is prohibited.
(d) This order does not prohibit making reallocations or reassignments to meet the highest priority needs; maintain essential services; and protect national security, homeland security, and public safety.
(e) This order shall not adversely impact the provision of Social Security, Medicare, or veterans’ benefits.
(f) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(g) If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby.
(h) The costs for publication of this order shall be borne by OPM.
