Joint Declaration by the Prime Minister of the Kingdom of Cambodia and the Prime Minister of the Kingdom of Thailand on the outcomes of their meeting in Kuala Lampur, Malaysia

We, the Prime Minister of the Kingdom of Cambodia and the Prime Minister of the Kingdom of Thailand, as witnessed by the President of the United States of America and the Prime Minister of Malaysia, having met in Kuala Lumpur, Malaysia, on October 26, 2025, declare the following:

  1. We reaffirm the unwavering commitment to peace and security between our two countries — as declared in Putrajaya, Malaysia, on July 28, 2025 — and reiterate our firm commitment to refrain from the threat or use of force, peaceful settlement of disputes, and respect for international boundary and of international law, for the promotion of peace, security, stability, and prosperity in the region on the basis of mutual respect for the independence, sovereignty, equality, territorial integrity, and national identity of our respective nations. 
  1. We reaffirm our firm commitment to upholding and implementing the agreements reached by both sides at the General Border Committee meetings.
  1. We signed the Terms of Reference (TOR) on the establishment of the ASEAN Observer Team (AOT), which will comprise personnel from ASEAN Member States with the objective of ensuring the full and effective implementation of the ceasefire.  We call on ASEAN Member States to provide the appropriate support to ensure the AOT can successfully meet its objectives.
  1. Furthermore, we committed to de-escalating tensions and restoring confidence and mutually beneficial relations between the Kingdom of Cambodia and the Kingdom of Thailand.  To achieve and reinforce these objectives, we agree to the following steps to ensure the full and effective implementation of the ceasefire, and restoration of peace, security, and stability in the border areas:
  • Implement military de-escalation under the observation and verification of the AOT, to include the removal of heavy and destructive weapons and equipment from the border and returning them back to their respective normal military installations.  In this context, both sides will designate their respective teams to discuss — with a view to finalizing — a practical and step-by-step action plan which will be under the observation of the Interim Observer Team, and subsequently the AOT once it is established pursuant to the TOR.
  • Refrain from disseminating or promoting false information, accusations, allegations, and harmful rhetoric, whether through official government channels or unofficial platforms, in order to de-escalate tensions, mitigate negative public sentiment, and foster an environment conducive to peaceful dialogue.
  • Agree to the full and immediate implementation of confidence-building measures to restore and maintain confidence, mutual trust, and peace along the border; to resolve differences peacefully, in the spirit of good neighborliness, friendship, and solidarity; and to work towards the restoration of diplomatic relations between the two countries. 
  • Coordinate and implement humanitarian de-mining in the border areas, as agreed by the General Border Committee — without prejudice to the survey and demarcation of land boundary between both countries — to protect civilian lives and contribute to socio-economic development.
  • Reaffirm our commitment to the settlement of border dispute and border demarcation through peaceful means and international law, refraining from the threat or use of force or any acts of provocation, and recognize the Regional Border Committee, General Border Committee, and Joint Boundary Commission (JBC) as the bilateral mechanisms to work through border-related issues through peaceful means, in accordance with their respective mandates, in coordination with local governors, to peacefully manage the situation on the ground, including the issues of alleged encroachment by either side in accordance with the outcome of the discussion under the JBC, and the cessation of all activities which expand the scope of the disputes and further escalate tensions. 
  1. Upon effective implementation of above-mentioned measures, both sides will recognize the cessation of active hostilities.  Further, as a demonstration of Thailand’s desire to promote mutual confidence and trust, Thailand undertakes to promptly release the prisoners of war.
  1. We agree to enhance cooperation, information sharing, and strategic communications efforts, and strengthen border controls to prevent and suppress transnational crimes that impact both our citizens and the wider international community.
  1. We acknowledge the need to chart a course for a bright future not bound by conflicts of the past.  Both Governments reaffirm the commitment to peacefully resolve disputes in full respect for international laws and existing treaties and agreements.  The conditions have been created for our nations to look forward and embark on building neighborly relations in keeping with the letter and spirit of the United Nations Charter and principles enshrined in the ASEAN Charter on peaceful conflict resolution, paving the way for a new chapter of peace and cooperation between our two nations.
  1. We express our confidence that this meeting, in the presence of and supported by President Donald J. Trump of the United States of America and Prime Minister Anwar Ibrahim of Malaysia, is a strong foundation for mutual respect and the advancement of peace in the region.  We note with deep appreciation President Donald J. Trump’s significant contributions to advancing the restoration of productive bilateral relations between the Kingdom of Cambodia and the Kingdom of Thailand.

As we prepare to celebrate 250 glorious years of American independence, we remember how the great game of baseball has endured through every chapter of our history.  Soldiers played it on Civil War fields, workers found hope in it during the Great Depression, and families rallied around it after the September 11 terrorist attacks.  In every moment of challenge and hope, baseball has reflected the values that make our Nation great—hard work, tenacity, and the will to win.

Regulatory Relief for Certain Stationary Sources to Promote American Mineral Security

A PROCLAMATION

 1.  Copper is essential to America’s energy, defense, and manufacturing sectors.  From the electric grid to semiconductors, copper plays a critical role in supporting our modern economy.  Maintaining and increasing domestic copper smelting capacity is vital to reducing reliance on foreign supply chains and ensuring American mineral security.  Executive Order 14220 of February 25, 2025 (Addressing the Threat to National Security From Imports of Copper),recognized copper as a “critical material essential to the national security, economic strength, and industrial resilience of the United States,” and directed action to address the national security threat posed by excessive reliance on foreign sources by strengthening domestic capacity across the copper supply chain.

2.  On May 13, 2024, the Environmental Protection Agency published a final rule, pursuant to section 112 of the Clean Air Act, 42 U.S.C. 7412, titled National Emission Standards for Hazardous Air Pollutants:  Primary Copper Smelting Residual Risk and Technology Review and Primary Copper Smelting Area Source Technology Review,89 FR 41648 (Copper Rule).  The Copper Rule imposes new emissions-control requirements on primary copper smelters.

3.  The Copper Rule imposes severe burdens on the few remaining domestic copper smelters by requiring compliance with new national emissions standards.  These standards are premised on the use of emissions-control technologies that do not exist in a commercially demonstrated or cost-effective form.  The Copper Rule sets a uniform compliance timeline at 89 FR 41657 that does not account for the unique operational and technical constraints of this legacy industrial sector.  In 2024, only two primary copper smelters remained in operation across the country.  Imposing these requirements on such a limited and already strained domestic industry risks accelerating further closures, weakening the Nation’s industrial base, undermining mineral independence, and increasing reliance on foreign-controlled processing capacity.  Preserving all domestic smelting capability is essential to ensuring access to critical minerals in times of crisis.

4.  NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including section 112(i)(4) of the Clean Air Act, 42 U.S.C. 7412(i)(4), do hereby proclaim that certain stationary sources subject to the Copper Rule, as identified in Annex I of this proclamation, are exempt from compliance with the Copper Rule for a period of 2 years beyond the Copper Rule’s relevant compliance dates (Exemption).  This Exemption applies to all compliance deadlines established under the Copper Rule applicable to the stationary sources listed in Annex I, with each such deadline extended by 2 years from the date originally required for such deadline.  The effect of this Exemption is that, during each such 2-year period, these stationary sources will be subject to the emissions and compliance obligations that they are currently subject to under the applicable standard as that standard existed prior to the Copper Rule.  In support of this Exemption, I hereby make the following determinations:

a.  The technology to implement the Copper Rule is not available.  Such technology does not exist in a commercially viable form sufficient to allow implementation of and compliance with the Copper Rule by the compliance dates in the Copper Rule.

b.  It is in the national security interests of the United States to issue this Exemption for the reasons stated in paragraphs 1 and 3 of this proclamation.

Airlines, Pilots Demand Action as Democrat Shutdown Pushes Air Travel to the Edge

Now, the aviation industry is coming together to demand Democrats cease the sick political gamesmanship and end their shutdown before the full-blown crisis grounds the nation’s skies.

The association representing the biggest U.S. airlines — including American Airlines, Delta Air Lines, Southwest Airlines, and United Airlines — issued a new statement urging swift resolution through Republicans’ clean, nonpartisan bill.

  • Airlines for America: “At this time of record air travel and increased reliance on cargo shipments, stability and predictability for U.S. aviation are more important than ever. Aviation remains the safest mode of transportation in the world — but to maintain that record a system under stress must slow down, reducing efficiency and causing delays for travelers and shippers. The quickest and simplest way to ensure those critical employees are paid is by passing a clean CR. FACT: For more than a century, U.S. Presidents have been renovating, expanding, and modernizing the White House to meet the needs of the present day.

  • In 1902, President Theodore Roosevelt built the West Wing — replacing expansive greenhouses constructed during the Jefferson Administration and establishing the modern day executive office wing with a “classically leaning design” — along with a colonial garden and East Terrace, which eventually became the East Wing.

  • In 1927, President Calvin Coolidge oversaw the renovation of the upper floors and attic of the White House.
  • In 1929, President Herbert Hoover remodeled the West Wing, including reconstruction work in the basement level and remodeling the first floor; after a fire on Christmas Eve, the West Wing was repaired and reopened in 1930.
  • In 1934, President Franklin D. Roosevelt overhauled the West Wing, adding a second floor, a larger basement, and a swimming pool, and relocating the Oval Office to its current location; in 1942, President Roosevelt constructed the East Wing.
  • In 1948, President Harry Truman undertook a “total reconstruction” of the White House’s interior, expanding its foundation and footprint — preserving only its exterior walls.
  • In 1962, President John F. Kennedy constructed the modern Rose Garden.
  • In 1970, President Nixon converted the swimming pool into the press briefing room; in 1973, he added a bowling alley in the basement.
  • In 1975, President Gerald Ford installed an outdoor swimming pool on the South Grounds, financed entirely by private donations.
  • In 1993, President Bill Clinton undertook a restoration and refurbishment of the Executive Mansion.
  • In 2009, President Barack Obama resurfaced the south-grounds tennis court into a basketball court and added the White House Kitchen Garden on the South Lawn.
  • In 2020, President Trump and the First Lady completed a new White House tennis pavilion, refurbishing the White House Tennis Court and Grandchildren’s Garden, as well as constructing a new building.

Now, in 2025, President Trump is carrying forward that legacy, breaking ground on a grand ballroom — a transformative addition that will significantly increase the White House’s capacity to host major functions honoring world leaders, foreign nations, and other dignitaries.

United States-Australia Framework For Securing of Supply in the Mining and Processing of Critical Minerals and Rare Earths

Whereas, rare earths and critical minerals are essential for the production of advanced technologies;

Whereas, the United States of America (the “United States” or “U.S.”) and the Commonwealth of Australia (“Australia”, and together, the “Participants”) intend to support the supply of raw and processed critical minerals and rare earths crucial to the commercial and defense industries of the United States and Australia;

Whereas, the Participants plan to accomplish this through use of economic policy tools and coordinated investment to accelerate development of diversified, liquid, fair markets for critical minerals and rare earths;

Whereas, the Participants’ objective is to assist both countries in achieving resilience and security of critical minerals and rare earths supply chains, including mining, separation, and processing;

Whereas, the Participants intend to capitalize on their respective existing domestic mining and processing operations in critical minerals and heavy and light rare earths as well as new capacity to be made available in 2026.

Therefore, the Participants have reached the following understanding on a common policy framework for the mining and processing of critical minerals and rare earths.

Section I

Critical Minerals and Rare Earths

  1. Securing supply:  The Participants are intensifying their cooperative efforts to accelerate the secure supply of critical minerals and rare earths necessary to support manufacturing of defense and advanced technologies and their respective industrial bases, including by leveraging existing policy tools such as the United States’ industrial demand and stockpiling infrastructure and Australia’s Critical Mineral Strategic Reserve.
  2. Investment in mining and processing:  The Participants will mobilize government and private sector support including for capital and operational expenditures via guarantees, loans, or equity; finalization of offtake arrangements; insurance; or regulatory facilitation.
    1. Project selection:  The Participants will jointly identify projects of interest to address gaps in priority supply chains.
    2. Financing:  In addition to the steps above, within 6 months of the date of this Framework, the Participants are taking measures to provide at least $1 billion in financing to projects located in each of the United States and Australia expected to generate end product for delivery to buyers in the United States and Australia.
    3. Investment support:  The Participants will work together to develop new or bespoke mechanisms to strengthen critical minerals and rare earths supply chains.
    4. Ministerial:  The Participants have decided to promote investment in mining by convening a Mining, Minerals and Metals Investment Ministerial within 180 days of the date of this Framework.
  3. Permitting:  The Participants are taking measures to accelerate, streamline, or deregulate permitting timelines and processes, including to obtain permits for critical minerals and rare earths mining, separation, and processing within their respective domestic regulatory systems, consistent with applicable law.
  4. Price Mechanisms:  The Participants will work to protect their respective domestic critical minerals and rare earths markets from non-market policies and unfair trade practices, including through the adoption of standards-based systems in which those who adopt the standards can trade freely and within a pricing framework including price floors or similar measures.  The Participants will also work with international partners to develop a future global framework to deal with associated international pricing challenges.
  • Asset Sales:  The Participants commit to work in good faith to develop new or strengthen existing authorities and diplomatic tools that review and deter critical minerals and rare earths asset sales on national security grounds.
  • Scrap:  The Participants commit to investing in minerals recycling technology and to work together to ensure management of critical minerals and rare earth scrap that supports supply chain diversification.
  • Third parties:  The Participants will work together with third parties as appropriate to ensure supply chain security and utilize existing engagement mechanisms.
  1. Geological mapping:  The Participants will cooperate to assist in mapping mineral resources in Australia, the United States, and elsewhere as mutually determined, to support diversified critical mineral supply chains.
  2. Rapid Response:  The Participants are establishing a U.S.-Australia Critical Minerals Supply Security Response Group under the leadership of the U.S. Secretary of Energy and the Australian Minister for Resources to identify priority minerals and supply vulnerabilities and develop a coordinated plan to accelerate delivery of processed minerals under this Framework.

Section II

General Provisions

  1. The appropriate authorities of the Participants will carry out post-project analysis and implementation.  The specific content of the post-project analysis is to be developed between/among the Participants, in accordance with their respective domestic laws.
  2. The Participants will meet, virtually or in-person, at the written request of the other Participant within 10 days of the receipt of the request.
  3. Either Participant may discontinue its participation in this Framework by giving written notification to the other Participant.  Absent notice to the contrary from the discontinuing Participant, any such discontinuation would be effective on the thirtieth day after the date of receipt of the written notification by the other Participant.
  4. The Framework sets out a policy and programmatic action plan that does not constitute or create rights or obligations under domestic or international law, does not give rise to any legal process, and does not constitute or create any legally binding or enforceable obligations, express or implied.
