[WASHINGTON, D.C.] – U.S. Senators Tammy Duckworth (D-IL) and Dick Durbin (D-IL) today announced $14,200,000 in federal funding awarded to Quincy Regional Airport from the Federal Aviation Administration’s (FAA) Airport Improvement Program (AIP) to support the airport’s runway reconstruction project.

“For Western Illinois, Quincy Regional Airport is an important economic driver, and investing in and improving our airport infrastructure is vital to the strength of our state’s transportation systems and our local economies,” Duckworth said. “I’ll keep working with Senator Durbin to bring home federal support to help our airports expand service and support good-paying jobs for hardworking Illinoisans.”

Duckworth, Blumenthal, Hirono & Bennet Demand Senate Republicans Lift Dangerous Holds on Military Nominations

Tuberville has blocked over 230 military nominations in an effort to prevent the Department of Defense from adopting a policy that would allow service members to take leave in order to access reproductive healthcare. Duckworth, Blumenthal, Hirono and Bennet released the statement below:

“Senator Tuberville is placing his personal beliefs over our nation’s security. Instead of supporting service members and their families, he is harming our military readiness and blocking the well-deserved promotions of hundreds of senior military leaders. Not content with stripping rights away from women seeking access to reproductive care, he is attacking the men and women in uniform who defend his rights every day. He is undermining our national defense by placing a hold on senior positions that are responsible for keeping our nation safe. Duckworth is an Iraq War Veteran who served in the Reserve Forces for 23 years before retiring from military service in 2014 at the rank of Lieutenant Colonel. Feinstein, Padilla Call for Full Distribution of Migrant, Refugee Aid After Title 42 Ended

Washington—Senators Dianne Feinstein and Alex Padilla (both D-Calif.) today called on President Biden to ensure the swift distribution of humanitarian assistance funding that Congress provided for migrants and refugees. The senators’ letter follows the expiration of Title 42 at the border.

“We were pleased to see $332.5 million allocated through the Emergency Food and Shelter – Humanitarian (EFSP-H) program earlier this month and would like to see the balance of the $800 million provided by Congress distributed without delay,” the senators wrote.

The senators went on to request that the funding be prioritized for communities along the border.

“Although we do not dispute that non-border cities receive and host migrants and asylum seekers, the brunt of the costs are still borne by communities in the Southwest,” the senators continued. “These costs will no doubt further increase with the end of Title 42 expulsions.

“As the remainder of the $800 million for EFSP-H and other humanitarian assistance programs is allocated, we urge the prompt distribution and proper prioritization of funding to the border communities that help feed, clothe, transport and house migrants as they are released from DHS custody.”

Dear President Biden:

In the wake of Title 42 ending as a means of expelling migrants and asylum seekers, we write to urge you to expedite the full distribution of funding provided by Congress to the Department of Homeland Security (DHS) for humanitarian assistance. We also ask that the distribution of funds continue to be prioritized to assist the most impacted communities in California and elsewhere along the southern border.

With the lifting of Title 42, officials expect a significant influx of asylum seekers and other migrants arriving at the southern border in the coming weeks. It is imperative that the federal government increase support to local governments and nonprofit organizations as they provide humanitarian assistance to migrants released from DHS custody. We were pleased to see $332.5 million allocated through the Emergency Food and Shelter – Humanitarian (EFSP-H) program earlier this month and would like to see the balance of the $800 million provided by Congress distributed without delay.

We are concerned, however, that in its announcement on May 5, 2023, DHS stated its intent to prioritize interior cities in the next round of funding. Since 2022, nearly 85 percent of Customs and Border Protection encounters with non-citizens have been along the southern border. Although we do not dispute that non-border cities receive and host migrants and asylum seekers, the brunt of the costs are still borne by communities in the Southwest. These costs will no doubt further increase with the end of Title 42 expulsions.

As the remainder of the $800 million for EFSP-H and other humanitarian assistance programs is allocated, we urge the prompt distribution and proper prioritization of funding to the border communities that help feed, clothe, transport and house migrants as they are released from DHS custody. Cassidy Announces Two Louisiana CO2 Transportation and Storage Projects Selected from His Infrastructure Law

WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) announced the U.S. Department of Energy will award a total of $24,570,784.00 from his Infrastructure Investment and Jobs Act (IIJA) for CO2 transportation and storage infrastructure projects in Louisiana. Magnolia Sequestration Hub, LLC will receive $21,570,784.00 for a project that will result in an estimated 300 million metric tons of total CO2 storage capacity in Allen Parish. Howard Midstream Energy Partners LLC will receive $3,000,000.00 to conduct a study for a system capable of moving up to 250 million metric tons of CO2 per year from multiple sources to multiple storage locations on the Gulf Coast.

“Louisiana can pave the way for low-emission manufacturing and carbon capture projects,” said Dr. Cassidy. “The infrastructure law continues to support projects in our state that create jobs and new economic opportunities.” 

Today’s announcement is one of a string of announcements highlighting the achievements of IIJA and Cassidy’s continued push to ensure the state is positioned to remain at the forefront of the energy and manufacturing sector globally.   

Background 

Last month, the Environmental Protection Agency (EPA) announced that they intend to grant Louisiana the authority to permit, site, and provide oversight of carbon storage wells in the state. Cassidy has led a two-year push for the EPA to allow Louisiana to invest in carbon storage wells, meeting resistance from the Biden administration. The positions Louisiana to better access funding dedicated to carbon capture in Cassidy’s IIJA as today’s announcements exhibit. 

He also announced the U.S. Department of Energy selected two Louisiana projects for carbon capture demonstration awards in Lake Charles and Hahnville.

Cassidy, Tuberville, Carter Introduce Empowering Law Enforcement Act

WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Tommy Tuberville (R-AL) along with U.S. Representative Buddy Carter (R-GA-01) introduced the Empowering Law Enforcement Act to counteract the Biden administration’s refusal to enforce U.S. immigration laws.

“Local law enforcement is having to pick up the pieces for a failed Biden border policy,” said Dr. Cassidy. “This bill gives them some help.”

“With the Biden administration ignoring federal law and facilitating historic levels of illegal immigration, we should give state and local law enforcement the authority to keep their communities safe,” said Senator Tuberville. “The Empowering Law Enforcement Act gives state and local officers the ability to enforce immigration laws when federal officers are prohibited from doing so. It also would extend the detention period for dangerous criminal aliens. The Biden administration has opened up our border and undermined our law enforcement — this bill would bring that to an end.”

“Like all our law enforcement officers right now, thanks to the dangerous ‘defund the police’ movement, our border patrol agents are overworked and are not properly resourced or supported,” said Representative Carter. “This bill will empower law enforcement to enforce immigration laws, even in sanctuary cities, so that they can keep our communities safe and restore law and order. With the recent influx in border crossings due to the expiration of Title 42, this is an all hands on deck situation.”

Cassidy and Tuberville were joined by Senator Marsha Blackburn (R-TN) as an original cosponsor of the legislation.

The Empowering Law Enforcement Act would grant state and local law enforcement inherent immigration enforcement authority to investigate, identify, apprehend, arrest, detain, or transfer an illegal immigrant who has entered the U.S. Additionally, this legislation would provide the Department of Homeland Security (DHS) Secretary flexibility on how long a criminal alien may be detained, extending the 180-day period to ensure violent criminals are not released back into communities.

Specifically, the Empowering Law Enforcement Act would:

  • Recognize and empower immigration enforcement authority for state and local law enforcement entities, including the ability to investigate, identify, apprehend, arrest, detain, or transfer an alien into federal custody.
  • Ensure that illegal immigrants are detained in federal custody upon state or local law enforcement request.
  • Reimburse state or local authorities for related incarceration and transportation costs.
  • Permit the Secretary of Homeland Security to extend the detention of criminal aliens until removal from the U.S.
  • Promote immigration information sharing between DHS and the FBI for the benefit of state and local law enforcement.
  • Provide immigration enforcement training to state and local law enforcement. 

The legislation is endorsed by the Federation for American Immigration Reform (FAIR).

ICYMI: Murkowski-Led Bill to Provide Transparent and Safe Access to Treatment Passes HELP Committee

In case you missed it, U.S. Senator Lisa Murkowski (R-AK), joined advocates from Alaska and across the U.S. in welcoming the news that her amendment, the Safe Step Act of 2023, was reported favorably out of the Senate Health, Education, Labor, and Pensions (HELP) Committee – of which Senator Murkowski serves as a Senior Member. The Safe Step Act, which was included by amendment into the Pharmacy Benefit Manager Reform Act, now heads to the full Senate for consideration. The Safe Step Act places reasonable limits on the use of “step therapy,” and works to improve access to safer and more transparent treatments for patients.

Step therapy, also known as “fail first,” occurs when a patient is required to try and fail on a lower cost drug before they are allowed to access the drug originally prescribed by their physician. This method has the potential to harm patients due to delayed access to the most effective treatments, which can result in severe side effects and irreversible disease progression, creating additional frustration and cost for patients as they seek treatment.

Specifically, the Safe Step Act would amend the Employee Retirement Income Security Act (ERISA) to require group health plans to provide an exception process for any medication step therapy protocol, tools used by health plans to control spending on patient’s medications, to help ensure patients are able to safely and efficiently access treatment. The bill does not ban step therapy, instead placing reasonable limits on its use and creates a clear process for patients and doctors to seek exceptions and accelerated approval if necessary.

“Current protocols force patients to deal with a complicated process that often harms their health due to inefficient and burdensome requirements associated with step therapy. I appreciate my colleagues on the HELP Committee for recognizing the significance of our legislation, and am grateful for the many advocates in Alaska and across the U.S. who continue to voice their support for this common-sense solution. Our bipartisan effort will improve patient health outcomes and reduce barriers to getting the right medications and treatments they need in a timely matter,” said Senator Lisa Murkowski, Senior Member of the HELP Committee.

Menendez, Boozman Reintroduce Bipartisan Bill to Expand Access to Life-Saving Bleeding Control Kits for Medical Emergencies

WASHINGTON, D.C. – U.S. Senators Bob Menendez (D-N.J.) and John Boozman (R-Ark.) today reintroduced the Prevent Blood Loss with Emergency Equipment Devices (BLEEDing) Act that would amend the Public Health Service Act to authorize a new grant program with the U.S. Department of Health and Human Services (HHS) and Administration for Strategic Preparedness and Response (ASPR). It would help expand access to life-saving bleeding control kits in schools, malls, houses of worship, libraries and other gathering places in communities across the country.

“Think about the lives that can be saved in the wake of a terrible car crash, a bad accident on the job or at the skating rink, or God forbid, a mall or school shooting, if people in every community had the know-how and quick access to the resources they need to stop severe bleeding during medical emergencies before first responders arrive on the scene,” said Sen. Menendez, a senior member of the Senate Finance Committee that sets national health policy. “Our common-sense legislation will provide communities in New Jersey and across the nation with the training, funding, and access to tools needed to save lives.”

“We can help save lives by expanding access to tools and resources to prevent traumatic blood loss,” said Sen. Boozman. “This is a practical strategy to empower individuals to administer life-saving aid in an emergency.”

According to the New England Journal of Medicine, around 60,000 Americans die each year from uncontrolled hemorrhage, and approximately 75% of these deaths are due to physical trauma. According to the American College of Surgeons, “uncontrolled hemorrhage (severe bleeding) remains the single most preventable cause of death after both military and civilian injuries.” Uncontrolled hemorrhage can become a life-threatening injury in less than five minutes and a rapid response is critical.

The Prevent BLEEDing Act would:

  1. Authorize $10 million per fiscal year for the grant program;
  2. Allow grantees to purchase or distribute anti-blood loss supplies (tourniquets, gauze, dressings, or other appropriate materials) for use in medical emergencies in places where people gather;
  3. Ensure communities can provide training on the proper use of anti-blood loss supplies to enhance public safety; and
  4. Direct the Government Accountability Office (GAO) to study the trends on access to and utilization of bleeding control kits and training across rural, urban and suburban areas.

ASPR will establish a formula to allocate the funds that takes into consideration relative populations of each geographic area for which a grant is made. Grants cannot be restricted to the above based on population size or the rate of violent crimes.

Under the legislation, the GAO would have to submit its report to Congress no later than 18 months after enactment. The goal of including language to study to gain a better understanding of the utilization of bleeding control kits and gain access to trend data about their use to better inform future policy on the use and need for bleeding control kits and training.

The American College of Surgeons, Eastern Association for the Surgery of Trauma, Trauma Center Association of America, American Association for the Surgery of Trauma, American Society of Trauma Nurses, American Association of Neurological Surgeons, Congress of Neurological Surgeons, American College of Emergency Physicians, Emergency Nurses Association, American Association of Orthopedic Surgeons, and Society of Thoracic Surgeons support the bipartisan legislation.

Kang, MD, FACEP, president of ACEP. “Just like knowing CPR, how to help a choking victim, or how to use an AED, with basic training and access to bleeding control kits, we can empower millions of potential lifesavers to be the help and stop the bleed, until help arrives. ”

Sen. Menendez first introduced this legislation in February 2020, and reintroduced during the last Congress alongside Sen. John Boozman and Representatives Brad Wenstrup and Tom O’Halleran. Last year, Sens. Menendez and Boozman led a Senate resolution commemorating the 100th anniversary of the American College of Surgeons Committee on Trauma.

Fischer, Colleagues Introduce Legislation to Keep AM Radio Available in New Vehicles

WASHINGTON, D.C. – U.S. Senator Deb Fischer (R-Neb.), a member of the Senate Commerce Committee, joined her colleagues this week to introduce the AM for Every Vehicle Act. The bicameral, bipartisan bill would direct federal regulators to require automakers to maintain AM broadcast radio in their new vehicles at no additional charge. 

A number of automakers have removed or announced plans to remove AM broadcast radio fromsome of their vehicles. U.S. Senator Edward Markey (D-Mass.) led the introduction of the legislation.

“AM radio serves as the backbone of our emergency alert system and remains critical to public safety. Millions of Americans also rely on AM radio to hear the latest local news and weather developments. Our more rural ag communities have a rich history of farm broadcasters, who for generations have helped family farmers and ranchers thrive. Automakers have no right to suddenly drop access to such an essential service, and I look forward to working with my colleagues to pass this important bipartisan legislation,” 
said Senator Fischer.

Background:

  • Require any automaker that sells vehicles without access to AM broadcast radio before the effective date of the NHTSA regulation to clearly disclose to consumers that the vehicle lacks access to AM broadcast radio; and,
  • Direct the Government Accountability Office to study whether alternative communication systems could fully replicate the reach and effectiveness of AM broadcast radio for alerting the public to emergencies.

The AM for Every Vehicle Act is endorsed by the National Association of Broadcasters (NAB) and the National Association of Farm Broadcasters.

“There is a clear public safety imperative here. Having AM radio available in our cars means we always have access to emergency alerts and key warnings while we are out on the road. Updating transportation should not mean sacrificing access to what can be life-saving information. We stand ready to provide any necessary support and expertise to the Department of Transportation and Government Accountability Office as they may need,” 
said Jessica Rosenworcel, Chairwoman of the Federal Communications Commission.

“As I mentioned in my speech to the NAFB last November, ‘[t]he Commission should not be shy about asking auto manufacturers to serve the public interest by continuing to serve AM radio listeners[.]’ And, as I indicated in my statement earlier this year supporting former FEMA heads in their letter to the Department of Transportation regarding AM radio in vehicles, ‘I believe that the FCC should make clear the vital importance of AM radio. . . . The public safety community and the American public rely on AM radio. Auto manufacturers now, and increasingly in the future will, rely on spectrum. Care should be taken to weigh the velocity of innovations against the stability of institutions. The Commission can, and must, play a role in striking that balance.’ I welcome any effort from Congress to secure the future of AM radio for the enduring benefit of the American people, and I invite my colleagues on the Commission and across the whole of government to raise their voices in support of this vital mission,”
