Fact Sheet: President Donald J. Trump Announces Major Developments in Bringing Most-Favored-Nation Pricing to American Patients

ADVANCING MOST-FAVORED-NATION (MFN) PRICING: Today, President Donald J. Trump announced the latest in a series of the most significant actions ever taken by our Federal government to lower prescription drug prices, unveiling agreements with pharmaceutical manufacturers Eli Lilly and Company and Novo Nordisk to dramatically reduce the prices Americans pay for some of the world’s most popular drugs.

  • The agreement represents a historic reduction in prices for Americans on the two drugs with the highest annual expenditures in the United States, both of which help adults struggling with diabetes, heart disease (Ozempic and Wegovy only), obesity, and other conditions.
    • The prices of Ozempic and Wegovy will fall from $1,000 and $1,350 per month, respectively, to $350 when purchased through TrumpRx.
    • The price of Zepbound and Orforglipron, if approved, will fall from $1,086 per month to an average of $346 when purchased through TrumpRx.
    • In the event that the FDA later approves the Wegovy pill, or certain similar “GLP-1” drugs in each company’s pipeline intended to be taken orally rather than as a shot, the initial dose of those drugs will be priced at $150 per month through TrumpRx.
  • The historic reduction in prices negotiated by President Trump will enable Medicare and Medicaid to cover obesity drugs for adults at a dramatically lower cost to taxpayers than that proposed by the Biden Administration.
    • The Medicare prices of Ozempic, Wegovy, Mounjaro, and Zepbound will be $245, less than half the prices proposed by the Biden Administration on such drugs. State Medicaid programs will also have access to these medications at these prices.
    • These low prices will enable Medicare to cover Wegovy and Zepbound for patients with obesity and related comorbidities for the first time.
    • Medicare beneficiaries will pay a co-pay of just $50 per month.
  • Additionally, the agreement provides for reduced costs on other Eli Lilly and Novo Nordisk medicines when purchased through TrumpRx. For example:
    • Eli Lilly will provide Emgality, a treatment for migraines, at $299 per pen, a discount of $443 off of the list price.
    • Eli Lilly will provide Trulicity, a commonly used diabetes medicine, at $389 per month, a discount of $598 off of the list price.
    • Novo Nordisk will provide widely-used insulin products, including NovoLog and Tresiba, at $35 per month of supply.
  • The agreement also provides that Eli Lilly and Novo Nordisk will guarantee MFN prices on all new medicines that they bring to market, repatriate increased foreign revenue on existing products, and provide every State Medicaid program in the country access to MFN drug prices on their products.

INVESTING IN AMERICA TO SECURE PHARMACEUTICAL SUPPLY CHAINS: Eli Lilly and Novo Nordisk are also announcing large investments to expand U.S. manufacturing capacity.

  • Novo Nordisk has committed an additional $10 billion investment to strengthen its domestic footprint, including producing the Wegovy tablet, if approved, end-to-end in the U.S.
  • Under President Trump’s leadership, Eli Lilly has announced at least $27 billion in new U.S. manufacturing investments.

MAKING AMERICA HEALTHY AGAIN: President Trump promised to ensure the American healthcare system is promoting health and addressing the root causes of chronic disease. Today’s announcements represent historic progress on meeting this promise.

  • The Centers for Disease Control and Prevention (CDC) estimate the prevalence of obesity among American adults to be 40%.
  • Obesity is one of the key drivers of chronic disease, increasing the risk of type 2 diabetes, hypertension, heart disease, strokes, and certain cancers, among other conditions.
  • Today’s announcement makes available potentially life-changing medications to adults struggling with obesity, representing a historic opportunity to reverse the obesity epidemic and associated chronic disease crisis when coupled with lifestyle changes to preserve and improve health gains long-term.
  • The Administration remains committed to a comprehensive Make America Healthy Again approach that realigns incentives, fosters private-sector collaboration, increases public awareness of the importance of diet and exercise, and advances critical research.

ENDING GLOBAL FREELOADING ON AMERICAN PHARMACEUTICAL INNOVATION:  President Trump is taking decisive action to rebalance a system that has allowed pharmaceutical manufacturers to offer low prices to other wealthy nations while charging Americans significantly higher prices. 

  • According to recent data, the prices Americans pay for brand-name drugs are more than three times the price other Organization for Economic Cooperation and Development nations pay, even after accounting for discounts manufacturers provide in the U.S.
  • The United States has less than five percent of the world’s population, yet roughly 75% of global pharmaceutical profits come from American taxpayers.
  • Drug manufacturers benefit from generous research subsidies and enormous healthcare spending by the U.S. Government. Instead of passing that benefit through to American consumers, drug manufacturers then discount their products abroad to gain access to foreign markets and subsidize those discounts through high prices charged in America. Americans are subsidizing drug-manufacturer profits and foreign health systems, both in development and once the drugs are sold.

DELIVERING ON PROMISES TO PUT AMERICAN PATIENTS FIRST: President Trump is delivering on promises for American patients that the political establishment did not believe were possible.

  • On May 12, 2025, President Trump signed an Executive Order titled: “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients” directing the Administration to take numerous actions to bring American drug prices in line with those paid by similar nations.
  • On July 31, 2025, President Trump sent letters to leading pharmaceutical manufacturers outlining the steps they must take to bring down the prices of prescription drugs in the United States to match the lowest price offered in other developed nations.
  • Since September 30, 2025, President Trump has announced five deals with major pharmaceutical manufacturers to bring prices in line with those paid in other developed nations, which will provide substantial price relief on numerous products taken by millions of Americans.
  • President Trump has been relentless in his effort to address the unfair and outrageous prices Americans pay for prescription drugs:
    • President Trump: “In case after case, our citizens pay massively higher prices than other nations pay for the same exact pill, from the same factory, effectively subsidizing socialism abroad with skyrocketing prices at home. So we would spend tremendous amounts of money in order to provide inexpensive drugs to another country. And when I say the price is different, you can see some examples where the price is beyond anything — four times, five times different.”

Americans Are Paying Less This Thanksgiving 🦃

President Donald J. Trump promised to crush inflation and lower prices — and he’s delivering this Thanksgiving, with the classic holiday feast about 3% cheaper than last year, according to a brand new report. Americans are seeing across-the-board price declines for the holiday staples, with dinner rolls down 22%, frozen vegetables down 15%, and items like turkeys, stuffing, gravy mix, fresh cranberries, and pumpkin pies all costing less.

It’s proof that under President Trump’s leadership, America is winning the war on high prices — even as Democrats grind the country to a halt with their deranged, reckless government shutdown.

Meanwhile, retailers are offering their cheapest Thanksgiving meals in years:

  • Walmart’s Thanksgiving meal costs 25% less than last year — with its lowest turkey price since 2019. The meal feeds ten people which works out to just under $4 per person.
  • Lidl’s Thanksgiving meal costs $10 less than last year. The meal feeds ten people, which works out to just $3.60 per person.
  • Aldi’s Thanksgiving meal costs $7 less than last year — its lowest price since 2019. The meal feeds ten people, which works out to $4 per person.
  • Target’s Thanksgiving meal is at its lowest price ever. The meal feeds four people, which works out to less than $5 per person.
  • Schnucks is selling frozen turkeys at the lowest price in over 15 years. The retailer is one of the largest privately held supermarket chains in the nation.

Presidential Message on National Lung Cancer Awareness Month

class=”has-text-align-left”>This National Lung Cancer Awareness Month, we renew our commitment to defeating lung cancer and supporting every American who faces this devastating disease.  Throughout November, we stand beside the families who fight cancer with courage, faith, and perseverance, and we strengthen our resolve to build a country where fewer lives are cut short by chronic illness.

Lung cancer remains one of the deadliest diseases in our country, claiming nearly one in five cancer deaths.  This year alone, it will take more than 124,000 lives, and over 226,000 Americans will receive a lung cancer diagnosis for the first time.  Behind every statistic is a story of anguish and endurance.   

As President, I encourage preventative care and a healthy lifestyle to reduce the toll of lung cancer.  The health of our Nation begins with the health of our people.  When Americans support their health and seek regular screenings, they protect their future, their families, and make our country stronger.

My Administration is advancing hospital and insurance billing transparency to empower every patient to meet the cost of their treatment without breaking the bank.  Through the $50 billion Rural Health Transformation Program in the One Big Beautiful Bill, we are expanding the capabilities of rural hospitals, increasing the number of healthcare providers, and ensuring that quality, lifesaving care reaches the most remote corners of our Nation for those suffering from every illness and disease, including lung cancer.

Modifying Reciprocal Tariff Rates Consistent with the Economic and Trade Arrangement Between the United States and the People’s Republic of China

class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, I hereby determine and order:

Section 1.  Background.  In Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits), I found that conditions reflected in large and persistent annual U.S. goods trade deficits, including the consequences of those deficits, constitute an unusual and extraordinary threat to the national security and economy of the United States that has its source in whole or substantial part outside the United States.  I declared a national emergency with respect to that threat, and to deal with that threat, I imposed additional ad valorem duties that I deemed necessary and appropriate. 

In Executive Order 14259 of April 8, 2025 (Amendment to Reciprocal Tariffs and Updated Duties as Applied to Low-Value Imports From the People’s Republic of China), and Executive Order 14266 of April 9, 2025 (Modifying Reciprocal Tariff Rates To Reflect Trading Partner Retaliation and Alignment), I raised the applicable ad valorem duty rate for imports of the People’s Republic of China (PRC) established in Executive Order 14257, in recognition of the PRCs retaliation against the United States in response to the actions taken to address the emergency declared in Executive Order 14257.

Subsequently, the United States entered into discussions with the PRC to address the lack of trade reciprocity in our economic relationship and the United States’ resulting national and economic security concerns.  Accordingly, in Executive Order 14298 of May 12, 2025 (Modifying Reciprocal Tariff Rates To Reflect Discussions With the People’s Republic of China), and Executive Order 14334 of August 11, 2025 (Further Modifying Reciprocal Tariff Rates To Reflect Ongoing Discussions With the People’s Republic of China), I determined that it was necessary and appropriate to address the emergency declared in Executive Order 14257 by suspending application of the heightened ad valorem duties imposed on the PRC under Executive Order 14257, as amended, and to instead impose on articles of the PRC an additional ad valorem rate of duty of 10 percent.  During the suspension, the United States continued to have discussions with the PRC to address the lack of trade reciprocity in the United States’ economic relationship with the PRC and the United States’ resulting national and economic security concerns.

Following my meeting with President Xi Jinping of the People’s Republic of China on October 30, 2025, in the Republic of Korea, the United States and the PRC reached a historic and monumental deal on economic and trade relations (Kuala Lumpur Joint Arrangement or Arrangement).  Under the Arrangement, the PRC has committed to, among other things, postpone and effectively eliminate the PRC’s current and proposed coercive global export controls on rare earth elements and other critical minerals, and address Chinese retaliation against United States semiconductor manufacturers and other major companies in the semiconductor supply chain.  The PRC has also committed to purchase United States agricultural exports integral to the economy and general welfare of the United States, including soybeans, sorghum, and logs.  And the PRC has committed to suspend or remove many retaliatory actions against the United States, including suspending tariffs on a vast swath of United States agricultural products until December 31, 2026, and extending the PRC’s market-based tariff exclusion process for United States imports until November 10, 2026.

The United States, in turn, committed to, among other things, maintain the suspension of heightened reciprocal tariffs on imports of the PRC until 12:01 a.m. eastern standard time on November 10, 2026.

In my judgment, the Arrangement will help remedy non‑reciprocal trade arrangements and address the United States’ economic and national security concerns.  The Arrangement will reduce the United States’ trade deficit, boost the economy of the United States, and address the consequences of the United States’ trade deficit by, among other things, ensuring that the United States has access to materials vital to national defense, the energy sector, and other aspects of the United States’ economy and national security; strengthening the agricultural infrastructure of the United States; and strengthening the manufacturing and defense industrial base of the United States.

Accordingly, I have determined that it is necessary and appropriate to deal with the national emergency declared in Executive Order 14257 by implementing the Arrangement between the United States and the PRC.  Therefore, I determine that it is necessary and appropriate to continue the suspension of the heightened reciprocal tariffs on imports of the PRC until 12:01 a.m. eastern standard time on November 10, 2026.

Sec. 2.  Implementation.  Heading 9903.01.63 and subdivision (v)(xvii)(10) of U.S. note 2 to subchapter III of chapter 99 of the Harmonized Tariff Schedule of the United States shall continue to be suspended until 12:01 a.m. eastern standard time on November 10, 2026.

Sec. 3.  Monitoring and Recommendations.  (a)  The Secretary of the Treasury, the Secretary of Commerce, and the United States Trade Representative, in consultation with the Secretary of State and any other officials they deem appropriate, shall continue to monitor the conditions underlying the national emergency declared in Executive Order 14257, including the United States’ trade deficit, the lack of reciprocity in our bilateral trade relationships, disparate tariff rates and non-tariff barriers, United States trading partners’ economic policies that suppress domestic wages and consumption imports, the strength of our domestic manufacturing base, the strength of our defense industrial base, and any other relevant factors.  The Secretary of the Treasury, the Secretary of Commerce, and the United States Trade Representative shall, from time to time, update me on the status of these conditions.  In particular, the Secretary of the Treasury and the United States Trade Representative shall update me on the status and progress of the PRC’s implementation of its commitments under the Arrangement.

(b)  Should the PRC fail to implement its commitments under the Arrangement, I may modify this order as necessary to deal with the emergency declared in Executive Order 14257.

(c)  The Secretary of the Treasury, the Secretary of Commerce, and the United States Trade Representative, in consultation with the Secretary of State, the Secretary of Homeland Security, the Assistant to the President for Economic Policy, the Senior Counselor for Trade and Manufacturing, and the Assistant to the President for National Security Affairs, shall continue to inform me of any circumstance that, in their opinion, might indicate the need for further action and shall continue to recommend to me additional action that, in their opinion, will more effectively deal with the emergency declared in Executive Order 14257.

Sec. 4.  Delegation.  Consistent with applicable law, the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Homeland Security, and the United States Trade Representative are directed and authorized to take such actions, including adopting rules, regulations, or guidance, and to employ all powers granted to the President, including those granted by IEEPA, as may be necessary to implement and effectuate this order.  The Secretary of the Treasury, the Secretary of Commerce, the Secretary of Homeland Security, and the United States Trade Representative, consistent with applicable law, may redelegate any of these functions within their respective department or agency.  All executive departments and agencies shall take all appropriate measures within their authority to implement this order.

Sec. 5.  Severability.  If any provision of this order, or the application of any provision of this order to any individual or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other individuals or circumstances shall not be affected.

Sec6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive

department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the Office of the United States Trade Representative.

There are an estimated 7 million Americans living with Alzheimer’s disease, a heartbreaking reality that affects families in every community.  Confronting this disease requires renewed commitment to the health and well-being of our people.  Through the Make America Healthy Again Commission, my Administration is taking decisive action to reform America’s food, health, and scientific systems to identify the root causes of the chronic disease epidemic.

We are also reinvigorating America’s scientific enterprise to ensure our Nation remains the global leader in discovery and innovation.  To empower researchers to achieve breakthroughs in science, such as a cure for Alzheimer’s, my Administration is maximizing the impact of federal research investments to reward results and accelerate progress.  We are cutting burdensome red tape so scientists can focus on discovery instead of bureaucracy, and we are returning to Gold Standard Science to restore integrity, transparency, and accountability across America’s scientific establishment.

Modifying Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China

(IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, I hereby determine and order:

Section 1.  Background.  In Executive Order 14195 of February 1, 2025 (Imposing Duties To Address the Synthetic Opioid Supply Chain in the People’s Republic of China), I found that the failure of the Government of the People’s Republic of China (PRC) to act to blunt the sustained influx of synthetic opioids, including fentanyl, flowing from the PRC to the United States constitutes an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States that has its source in substantial part outside the United States.  I declared a national emergency with respect to that threat, and to deal with that threat, I imposed an additional ad valorem rate of duty of 10 percent on articles that are products of the PRC, as defined by the Federal Register notice described in section 2(d) of Executive Order 14195, as amended.

In Executive Order 14228 of March 3, 2025 (Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China), I raised from 10 percent to 20 percent the additional ad valorem rate of duty established in Executive Order 14195, as amended, in response to the PRC’s failure to take adequate steps to alleviate the illicit drug crisis described in Executive Order 14195.

After discussions between the United States and the PRC, among other things, the PRC has committed to take steps to alleviate the national emergency declared in Executive Order 14195.  Specifically, the PRC has committed to take significant measures to end the flow of fentanyl to the United States, including stopping the shipment of certain designated chemicals to North America and strictly controlling exports of certain other chemicals to all destinations in the world.  In light of the PRC’s commitment, the United States committed to, among other things, reduce the additional ad valorem rate of duty applicable under Executive Order 14195, as amended, from 20 percent to 10 percent, effective November 10, 2025.

Accordingly, I have determined that it is necessary and appropriate to deal with the national emergency declared in Executive Order 14195 by reducing the additional ad valorem rate of duty applicable under Executive Order 14195, as amended, to 10 percent, effective November 10, 2025.

Sec. 2.  Implementation.  (a)  All articles that are subject to the additional ad valorem rate of duty of 20 percent under Executive Order 14195, as amended, shall instead be subject to an additional ad valorem rate of duty of 10 percent.  Accordingly, subchapter III of chapter 99 of the Harmonized Tariff Schedule of the United States (HTSUS) shall be modified as follows:

Effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern standard time on November 10, 2025:

(i)   heading 9903.01.24 is amended by deleting “20%” each place that it appears and inserting “10%” in lieu thereof and by deleting “or U.S. note 2(w) to this subchapter”; and

(ii)  subdivision (u) of U.S. note 2 is modified by deleting “20%” and inserting “10%” in lieu thereof and by deleting “March 4, 2025” and inserting “November 10, 2025” in lieu thereof.

(b)  The Secretary of Homeland Security, in consultation with the United States International Trade Commission, shall determine whether any additional modifications to the HTSUS are necessary to effectuate this order and shall make such modifications through notice in the Federal Register.

Sec. 3.  Monitoring and Recommendations.  (a)  The Secretary of Homeland Security, in consultation with the Secretary of State, the Secretary of the Treasury, and any other officials the Secretary of Homeland Security deems appropriate, shall continue to monitor the conditions underlying the national emergency declared in Executive Order 14195, including the status and progress of the PRC’s implementation of its commitments to alleviate the national emergency declared in Executive Order 14195, and any other relevant factors.  The Secretary of Homeland Security shall, from time to time, update me on the status of these conditions.  Should the PRC fail to implement its commitments as described in section 1 of this order, I may modify this order as necessary to deal with the emergency declared in Executive Order 14195.

(b)  The Secretary of Homeland Security, in consultation with the Secretary of State, the Attorney General, the Assistant to the President for National Security Affairs, and the Assistant to the President for Homeland Security, shall continue to inform me of any circumstance that, in their opinion, might indicate the need for further action and shall continue to recommend to me additional action that, in their opinion, will effectively deal with the emergency declared in Executive Order 14195.

Sec. 4.  Delegation.  Consistent with applicable law, the Secretary of Homeland Security is directed and authorized to take such actions, including adopting rules, regulations, or guidance, and to employ all powers granted to the President, including those granted by IEEPA, as may be necessary to implement and effectuate this order.  The Secretary of Homeland Security, consistent with applicable law, may redelegate any of these functions within the Department of Homeland Security.  All executive departments and agencies shall take all appropriate measures within their authority to implement this order.

Presidential Message on National Native American Heritage Month

From the earliest days of our Republic, our founding principles have endured and guided us.  Liberty, equality, and the rule of law—these ideals have guided our country for two and a half centuries, and will continue to light our way for generations to come.  But America is more than these abstract ideas—it is a nation.  America is a country with borders, laws, and institutions.  We are a people—with a common language, history, and culture—and we share a bright future.  As we prepare to celebrate 250 glorious years of American independence, we honor the generations of Native Americans whose service have strengthened our country.

As President, I remain committed to advancing the prosperity and well-being of all Native Americans.  Shortly after retaking office, I delivered on a promise to advance full federal recognition of the great Lumbee Tribe of North Carolina—a recognition that was long overdue.  We are also expanding educational freedom and opportunity by allowing students eligible to attend Bureau of Indian Education Schools to use their federal funding for the education option that best meets their needs, including private, faith-based, or public charter schools.    

Native Americans have played an instrumental role in helping make the United States the greatest Nation in the world.  Their rich culture, traditions, and achievements continue to enrich our society and strengthen the promise of America.

For too long, suffocating regulation, crushing taxes, and needless bureaucracy have stood between innovators and their dreams.  Entrepreneurs poured their energy into compliance instead of creativity, and countless ideas with the power to reshape lives never reached the market.  Under my leadership, bureaucracy will never be a barrier to success—and I will restore the freedom that allows American ingenuity to thrive.

My Administration is unleashing the power of American enterprise like never before.  For every new regulation forced onto the books, ten others must be eliminated, which frees entrepreneurs to build without being restrained by endless red tape.  We are restoring full and immediate expensing for business research and development, and we are supporting innovation in emerging technologies like crypto and blockchain—initiatives that give entrepreneurs the tools they need to compete and win.  We are preserving the 199A small business deduction, a policy that is generating billions in economic growth and creating more than a million Main Street jobs.

It has never been easier to build new American factories, invest in American towns, expand American research, and equip American innovators with the foundation they need to succeed.  Through the Made in America Manufacturing Initiative, we are cutting $100 billion in unnecessary regulation, while strengthening protective tariffs to shield our industries from unfair foreign competition and dishonest practices that threaten our economic and national security.  This is the Golden Age for American enterprise—one that will keep our country the greatest force for prosperity and wealth the world has ever known.

Today, 34 million entrepreneurial businesses generate well over 40% of America’s economic activity and create two out of every three new private sector jobs.  When our greatest minds are empowered, the entire Nation ignites with innovation.  This month we renew our commitment to the brilliant entrepreneurs who dream big, build boldly, and carry forward the spirit that preserves America as the most powerful hub of economic power and industrial might in history.
